i am david chiu president of the board of supervisors. i fall in a long line of succession of italian presidents at the board of supervisors. i am here honored to be supporting our board and my colleague scott wiener and representing the oldest italian neighborhood here on the west coast and i know you have heard from leno and amaino i want you to know my italian friends introduce me as david chiu o. 20 years ago like every elected that didn't grow up in san francisco and i know we are all from different areas i came here 20 years ago from the east coast and in part i was fascinated by chinatown and it's next to the old italian neighborhood of north beach and in the great cities like boston et cetera and when i walked around that neighborhood it was the neighborhood that drew me to the great city whether being reminded of great baseball players, the joe migage i don't play ground. >> >> or the fisherman or the piazza that i look forward to work with angela to lobby the mayor to adequately fund it. there are special quarters that come from

mayor ed lee, supervisor david chiu, president of the board of supervisors. dpw mohammed, ladies and gentlemen on behalf of chinatown neighborhood association and merchants of stockton street, we want to thank you for your support and also especially our commissioner bennie. our chinatown chamber of commerce is here. and chinatown merchants association for their understanding, cooperation and joint effort to help the chinese community continue a long standing cultural traditional program. the chinatown sidewalk merchants display program from january 26th through february 9. as you may know that it is the chinese tradition and custom throughout the world, merchants would close their businesses for the first seven days to celebrate the chinese new year. that is why mayor lee announced today the sidewalk merchant day program. it's for the those in the bay area to come to chinatown and prepare for the chinese new year for their families' parties. under the leadership of our director mohammed, all the merchants have been well-instructed on how to comply with all t

particularly scott sanchez and kevin guy, for their hard work on this in the recent weeks, and david chiu, supervisor chiu and his aide, justin true as well. this is the third or fourth time i've appeared in front of the commission in the last 20 years on this project. i represented previous developers in trying to make financable a rehab movie theater with a dinner theater on the second floor. we had to go through conditional use and rezonings. that didn't prove to be economically feasible. silver leathers came before the commission. however, this is the first one by mr. campos, my client, and i was at the commission in 2009 when you approved this 6 to 1 with dozens of community members supporting it in 2009. unfortunately, as you know in that period, the econ kind of fell apart and financing and so did equity. and when you approved, it was not a good time to get financing and start construction. * economy now the aloe am -- economy has come back, lending is available. the client is ready to go forward and start with all the final permitting when the city claim to the client a few months

president david chiu. >> supervisor chiu: good morning. i am not ed lee. on behalf of the elected officials of san francisco one walk and you, home of the world champions san francisco giants. the home of innovation. san francisco the place where we spent many years trying to fight graffiti; we have not reached the place where we are at zero graffiti. i spent a lot of time as a neighborhood activist. like many of you, i spent many hours in neighborhood cleanups, using different chemicals to deal with graffiti; as a small business owner person i heard from hundreds of merchants. as a prosecutor i'm glad i don't recognized any of you. i recognize how difficult it is for the police and judges to prioritize. graffiti needs to be treated seriously. i want to thank those of you who were part of the 2009 program. we have an amazing rewards program; a graffiti advisory board to help us innovate. we feel that the best ideas are in the heads and the brainchilds of people around the world. how many are from california? how many from the east coast? welcome. i hope it

and item no. 2, the author is supervisor david chiu. supervisor chiu. >> thank you, mr. chair and i want to thank you for scheduling today's consideration of a suded is at site of the pagato palace. the pagota theater site which has been a blighted site for almost two decades. by way of a little bit of background we have come a long way since this issue was first brought to our attention late last spring when hi office got a surprising call the same day as the first community meeting to provide details about the proposed construction on columbus avenue. in 2008, the plan to extract the tunnel-boring machines in north beach was approached by the sfmta and the planning commission. between 2008 and this past may the sfmta did not do any outreach about the construction plans in north beach and when my constituents learned about this -- director reisk and many other staff from the mta met numerous times to hear concerns raised between last summer and the last few weeks. and to recap the sfmta began considering a number of alternatives to the columbus avenue extraction, that w

we've teamed up again with board president david chiu who has been personally involved with this and helping us and guide us with his knowledge, having been a small business owner himself, with how we can do even better. and today we are announcing actually two areas of improvements to our piece of legislation that i think will get people even more excited. the first is after a couple of years of opening up some of the data streams in our city and seeing how this data had already started, some companies, some entrepreneurs develop applications, helped us already with identifying some additional needs in the city and involving more people, we want to do even more along that line. and, so, this legislation will allow us to establish, along with the best practices that are going on in new york, chicago, and the sunlight foundation, that is to create a position in the city, basically establishing a data office, an open data officer for the city, somebody that's going to help jay naff. jay is like our external innovation officer. he's helping me connect up all the time with all of the dif

a year ago board of supervisors president david chiu and i and members of the community discussed how we can continue the economic vitality of the city and clearly we registered a big support for small businesses. i wanted to make sure that everybody neighborhood in the city has a chance of cultural celebrations. when it comes to chinese new year, there is a huge celebrate in chinatown. we're a huge destination for visitors, a lot of people come to chinatown to celebrate chinese new year. as people come here, we wanted to help our small businesss with offering some additional space for them, but also make it even safer for our pedestrians. because if you have ever observed chinatown during the chinese new years, and david and i have been quite specific observers about this. you will see families and kids walk into the street in the middle of big buses and cars coming in. we didn't want that to happen. we didn't want anybody's safety to be compromised as we celebrate this new year's. because that would obviously be a serious hindrance. our public health director barbara garcia and tran

and we fully support david chiu's resolution against the detention provisions of the ndaa. under the guise of the war on terror, the detention provisions were slipped into the ndaa giving the president unlimited power to detain and hold in military prison indefinitely, without being charged, any person who provides substantial support to terrorism or commits belligerent acts against the united states. what exactly do substantial support or belligerent acts mean? that wording is so vague that almost anyone who exercising their first amendment rights can be interpreted as being belligerent and end up in a military prison without even being charged. this resolution is an excellent first step in ensuring that our basic civil liberties are preserved. we intend to push for full state nullification of the detention provisions in the ndaa. thank you, david chiu, for introducing this resolution. >> thank you. >>> thank you. >> next speaker.

and david chiu wanted me specifically to thank the board of directors for your direction that you gave in december to pursue the pagoda option extracting a boring machine to columbus and union. supervisor chiu also wanted me to offer our sincere thanks to the sfmta staff as well as staff from other relevant departments specifically the city attorney's office, planning, and the department of building inspection because although we're not there yet, the city staff that had been working on this project has engaged in an incredible amount of work in a short amount of time to even get where we are now. we do -- we are cautiously optimistic that the city will achieve agreement with the property owner and that we will be able to move forward at planning on thursday and at the board on the coming monday. i am available and will be here through the public comment on this item. like to hear from the public and see if any directors have any question. i did want to say our office is working on responding on supervisor chiu's behalf. questions have been raised from muni and also from some other res
