mike lee fr utah, outraged after a briefing from military intelligence leaders that he felt was completely insufficient. is this the time you think congress starts to claw back some of that power? davidthink so. they had the chancebi i laden. they have had a lot of chances, and the executive has taken this power. the laws whave areete. they're for a time when not a terror war, whether it was like world war ii or vietnam, when there was moment of peace and then moment of war, and there was a transitionary moment where congress would act between those two states. but in an ongoing terror war, there's no moment of peace and there's no moment of war. there is constant engaged and so for the president, in a position of constant conflict with iran, where they're ramping up pressure, we're trying to fight them, a discte episode seems me outside the bounds of congress. having said that, the president, executive branch shouldn't beng running a unning terror war without the constant communication with congress and with the intelligence communities and the intelligence committees. so while i don't think congress should be approving every little individual operation, it's certnly up to the execu

david martin for us in -- at the pentagon. the state department issued an urgent warning overnight telling all americans in iraq to leave the country immediately. ian lee is in baghdad. >> the death of qasem soleimani in baghdad ignited a new chapter of regional tensions. iran supreme leader took to twitter vowing severe revenge. this morning, iran-backed hezbollah in lebanon ordered its quote resistance fighters around the world to avenge soleimani. iraq's prime minister says the assassinations are a massive breach of sovereignty and the security agreement with the united states now needs re-evaluation. american allies in the region like israel are preparing for possible retaliation and are on high alert. so are american forces. with 9,000 in the region and 3,000 extra preparing to deploy. hours before the killings, u.s. troops from the 82nd airborne division arrived in kuwait. soleimani is a polarizing figure here in iraq. his death exposes deep divisions on the country's streets. >> in baghdad's square, anti-government protestors celebrated the news of his death. accusing soleimani of being behind the deaths of many demonstrators in recent months. t

david and maria. please welcome in joining me to the stage and giving our participant a warm round of applause. thank you very much. >> thank you, dr. lee, for the introduction. my name is yau young. i'm the dean of the school of development in peking university. as dr. lee just introduced, we have done a joint project, a book project, with brookings and then finally at this stage, we are happy to present the results of the book project. this is actually before we have done this while in china. so before my colleagues and also friends in brookings to prevese the main results, let me take a few moments to say a few words about the national school of development. national school of development was the first created in 1994 with the name of china center for economic research. we were quite unique at that time because all of us were trained abroad, but, you know, now it's more than 25 years ago. by 2008 with, we changed our name to the national school of development. we did that because the center was so expanded and it covered a much wider range of issues in china. now the national school of development, of course, we do teaching, we do re
