i would like to start by giving you an overview of how you get a permit in dbi. a customer he starts at the first floor and he goes through the public information counter. at the public information counter they give you what's called a routing slip. that's a piece of white paper that slopes along with the actual permit. the routing slip indicates which stations you have to visit prior to getting permit approval and issuance. once you've got your routing slip, you proceed either one of two places. if you have -- if it's intake, if it's a larger project, you are on the first floor and sent to ctb and you sign in and they process your paperwork right there. you pay a partial fee for your permit and it's taken in. these are large projects. we can do them anywhere from a few weeks to a few months like the high rises. most of the action, however is directed to go to the fifth floor over the counter permit services. once you get to the fifth floor, if you have no plans for instance if i have a reroofing replacement of windows, kitchen and baths, small dry rot, this hits

that's about a $50,000 fee waiver from dbi for those building permits. anyone who has not yet come in under that will now be subject to the normal building permit fees. but the good news is that we have quite a few of them installed. similarly, as you remember supervisor katie tang asked for may to be waiver month for awning replacements, again, this year according to mis we only issued 3 permits for the month of may. they will probably come back to us next year. it's clear that without a lot of community outreach especially on the part of the supervisors to encourage these facade i am improvements, we don't really see very much activity at least coming into us to take advantage of this incentive. i'm sure we can do a better job an hopefully we can get started earlier next year to make people aware of this opportunity. i think that really covers the one thing that you probably know the planning department recommended ended the fee referral program because of the change in the economy that passed on a 7-1 vote or 6-1 vote at the planning commission just t

we work to get an ordinance passed through dbi to ensure that grab bars and working phone jacks are installed in sro hotels or residences. i got a chance to speak to mr. green and miss brown who live at the residence on san bruno avenue. there are a lot of habit ability issues; leaks and problems with the windows. the windows are bolted down so if there were a fire or emergency, the fire department would have problems getting in, getting access. miss brown who is a resident there has some very significant health issues. she's a disabled elder who is trying to age in place. she has a care provider, but the health issues that she has, the habit ability issues in the residence makes it a difficult situation for her. the temperature going to either extremely cold to extremely hot, the moisture coming in through various leaks, leaky refrigerator, the windows that can't open, there is problem with the windows and wiring. from what i understand, there has been on going problems with the property owner and other properties. there is a seven page article about this on going problem with this particula

exemption so this is a case where a project is referred to and the planning department and props by dbi or another agency state thrg is a modification to the project and asking whether that fits within the current exemption or whether a new one must be issued. members of the public were concerned at the time because there wasn't a clear definition of what a modification to a project was. since then we add language to say what it is which is great and members of the public would like a public arena and present information and for a determination if it fits under the same exemption so this is the language that we had in the original legislation and amended through president chiu and the community advocates in a long discussion and we did support those amendments and i understand that supervisor wiener is making additional amendments on top of that contributing to this compromised resolution. i just wanted to support they want side this with 6-1 vote. the planning commission had a smaller commission unfortunately and they put this out with a three-two vote. >> okay. thank you supervisor ki
