delaney: hi victoria. t, the carbon tax is a star but how will you incentivize mass adoption of organic foods and energy efficient solutions like solar shingles? those things are honestly too expensive for most americans to afford. rep. delaney: what is distinguished -- is interesting with solar, the price of solar has been cut 25% every time we doubled the installed base. that is the beauty of innovation. the carbon tax fundamentally makes energyrom -- from fossil fuels more expensive. fossil fuels have a huge social cost. i think it is $100 a metric ton, at least. we don't price any of that in. we subsidize renewables to try butake them competitive, you actually have to put a price on carbon so that people understand what it costs. everything you just talked about -- i think we will live in a future where every surface is covered with some type of solar absorption technology, and it will be free. they will hook up little wires and collect the energy. that is where this is going to go. delaney: yes it is because i'm for inverse will health care.- for universal health care. the problem is i believe single-payer is a bad way to go about it because that will result in a health-care system that is underfunded and has more limited access. if the government is the only payer in health care because the government doesn't pay the full cost of health care, you will get a system that is underfunded. what i am four is a universal system where everyone gets a backbone basic government plan, but then people have options. they can opt out, they can buy private insurance, they can buy supplementals, they can keep the health care from their employer. it is a mixed model like germany has. i think that is a better way forward. david: so how will you pay for it?right now we have 18% of gdp going to health care. we can't keep going this direction. at some point you have to bring the cost down. mr. delaney: i think a universal system will ultimately bring the cost down. right now we actually have universal health care. it's called the emergency r

fast balls you saw there, former congressman john delaney, he may have started from a pretty low floor to be honest, but he is now touting a 2000% increase in online donations. marian williamson's campaign said she logged the largest day of donations since the campaign launched. they didn't give dollar amounts, but donations exceeded all our expectations. i should tell you we have an interview with her airing later this hour. while the moderators can push the topics here, the candidates can say anything pretty much during their time, which makes some of the omissions right now pretty noticeable. consider absent from last night's debate any mention of bob mueller or of impeachment. a sign that while the house democratic caucus and congress
