senate? >> reporter: it's a huge blow to democrats and their hopes of keeping control of the united states senate. already facing a very difficult map to keep control of the senate where it sits at 51-49. joe manchin one of three republican -- democrats coming from states that donald trump won, states that are in contention in the next cycle. west virginia, ohio, montana being the other ones. those senators running for re-election, ohio and montana, but joe manchin's decision today not to seek re-election will significantly increase the republican chances of picking up that critical seat in the 51-49 senate. that means democrats will have to try to hold other seats in play in wisconsin and michigan and pennsylvania and in arizona and also try to pick off republican incumbents. but those are in difficult states. florida and texas, which raises major concerns among democrats about whether they can stay in power. something that would have huge ramifications for the next president. now, joe manchin made his announcement on social media today and indicating that he is going to travel the country, try

he's been hanging on as long as he has by being the most conservative democrat and the senate. he's often being thrown in and saw his own party. he's kind of bolted down, so it biden's key kind this initiative for the same time, he's being a reliable democrat vote for democratic part parties. he was already facing kind of difficult contests. the states popular republican governor jim justice from his hat in the ring on the republican side. now without mention, without his long time reach the state without his influence in the state, they essentially have no alternative candidate. and going up the next. yeah, the deep, deep red state like west virginia with basically no one means it's pretty much south and it's kind of fall into republican hands. and if that bad happens, what does this mean for the democrats as a whole? well, the democrats, the whole, it is not looking good if they lose west virginia, which seems very likely, as i said, they will be down right currently the $5149.00 in the senate. so then once the majority, if they lose west virginia, that means they go down to $

democrats. the house and the senate,. overnment running through general, johnson wants to deal that includes spending cuts across the board. cuts both republicans and democrats say would put at a dent in the defense budget at a time we cannot afford it. and the package of aid for israel and ukraine. both democrats and republicans have expressed because promotion about the speaker's refusal to sign off on it it's a critical moment. johnson has lent aid for israel with irs tax cuts and a bill that passed the house last week, that stands no chance in the senate. to make matters worse, he's pushing for ukraine aid to for border security in the u.s.. the majority for the parent. how does any of things things get done until conditions? joining us now, msnbc political contributor and white house reporter eugene daniels, he co-authors playbook. also with us, msnbc political analyst, former republican congressman, david jolly. david jolly, what is mike johnson doing here? >> alicia, the legislative math is not there for johnson. we

joining me is democratic senator from oregon, jeff merkley. he is also a member of the senate foreign relations committee. thank you so much for joining us this morning. it's been a busy time as people are watching to see what happens with the cr. i do want to ask you about what is happening with the passage or the non-passage of funding that would fund our government but also give funding to ukraine and to israel. you have a couple things, border security has been thrown in there by the republicans. the speaker of the house is also insisting on cutting the irs budget to give aid to israel and ukraine. what's going to happen here? how close are you? are there any steps that have gone further to try to pass a budget? >> well, this emergency supplemental really has focused on security. you have aid to ukraine, aid to israel. you have discussion over border policy, which the point and the challenge that senator schumer is referring to. you have international humanitarian aid and assistance in the indo-pacific. so it's a fairly substantial package.

the democrats hopes of holding the senate are largely pivot on whether the other two last remaining democratstrump seats can hold their seats. sherrod brown in ohio and jon tester in montana. in the last two presidential elections, there is literally one senator over those two cycles who won in a state that voted the other way for president. since about half the country leads toward blue and red in presidential years, what this means is we have a senate that is now always on the nice edge. it has become almost impablossi for either side to get a big majority that can last for a few cycles. >> that majority very slim and has the potential to be shaken up. but if the indication from this most recent election week hold true, issue-based politics could end up being big wave for democrats. we will see. ron brownstein, thank you. last time you joined me, it was very early in the morning or late at night, whatever you want to point out. so it's nice to see you in the daytime. >> in the sun light. >> exactly. thanks. >>> coming up, the government is set to run out of funding in less than seven days.

there, a group of democratic senators the tend to lean to the far left that have now started openly call for any additional aid to israel. as you know, biden is asked for $14100000000.00. they're saying that that aid can only be given if there are conditions on it. conditions such as a ceasefire or refusing to do, they won't be able to do math, bombardments of the civilian population. that is, in all of the decades of uncovered american politics, unheard of israel has always had bipartisan support in congress. that is starting to shift for the 1st time i think ever were seen a group of prominent democratic senators, a, if you want to give the a to israel, you need to put conditions on how they're fighting this war. how this money is going to be used. now, they're not a big enough group yet to early, actually change anything, but just the fact that they're so publicly saying this is really noteworthy. patty many, thanks for that. and let's pick this up without him. shapiro who's in washington as well director of israel palestine advocacy at door, not human rights and foreign policy, think

jeopardizing senate democrats efforts and wants to hold onto deeply conservative west virginia and retainxtremely thin majority and the chamber of the u.s. senate. there is also speculation and manchin may run for the presidency as a third party candidates, potentially pulling votes away from president biden. how worried should democrats be about all of this, either one of those factors, congressman? >> it's a good question. i don't think democrats, or independents for that matter, should worry. but i think all of us should be concerned. because it is critical to be able to make sure that the senate remains in democratic senate, even though there are independents that make up the democratic majority, as it should be. senator manchin has represented his state the best way he could, and clearly he's been reelected over and over again. sometimes people don't agree with him, but you've got to remember, good jobs to represent your district or state. he's down. that it would be unfortunate, quite frankly, to lose that seat. so there ought to be real deep concern about how do we hang on to it. i
