there are a lot of challenges for the department of homeland security. and yet, you -- kaitlan just went through all of the people who have been let go or fired or shown the door. all the people who might be let go, i mean, that's not a way to run an organization that is bracing for crises. >> no, it's not. and again, this is a crisis, such an emergency that we have to probably violate -- quasi violate the constitution or the president has to arrogate all of his powers -- use funds that were not appropriated by congress. and yet he, in effect, decapitates the department that is actually in charge of these relevant policies. and yet i come back to, if there is a humanitarian crisis, we have published something about it and there should be legal changes, changes in the law to address it. and the president has the ability to propose changes in the law. and the republicans control one branch of congress miami not sure that nancy pelosi would resist some of these changes, a because there is a genuine humanitarian crisis. but is he doing anything about that? no

there's a lot of good people at the department of homeland security. t we have seen is that's what is he doing from the to levels. in terms of immigration policy, we asked about childhood separation and he gave an interesting answer and a bit of a contradictory answer. he said it's very important that people understand that policy existed under president obama and he had been the one to stop it. he said he did not want to continue it. he said twice, that having that policy in place kept more people from coming across the border. he's not necessarily condemning the policy fully because he is mf emphasizing the fact, in his view, it was effective. >> you were with i.c.e. during the obama administration. do you want to fact check us on whether the obama administration creating the cages and the separation of children. >> i'm pretty confidence the obama administration did not. just a spoiler alert. the thing that is most difficult to hear here is not only did he identify the deterrents point today but it's been reported it was a deliberate strategy to deter

there's actually a real problem with respect to the department of homeland security. former dhs and pentagon spokesperson now v.p. of communications at the bipartisan policy center, david lupan joins us. let's think back to 9/11 and the reasons why the department of homeland security was even created. part of it was that the politicization of threats to america's homemade needed to be taken seriously -- homemade -- homelands wouldn't be taken seriously. is this president clintonvised? >> the 9/11 attacks were the impetus for the department of homeland securitiment at the time of the attacks there were more than 100 federal agencies and departments that had some responsibility for homeland security. there was no one place where that responsibility lies. so now we have a department of homeland security as created by law back in 2002 to focus solely on protecting the homeland. it's been the case that it's headed by political appointees, the way the cabinet works. >> sure. >> i'd say the turnover and turmoil at the top and the -- the outward focus or i'd say exaggerated fo
