derrick: thank you. you know, having been someone who has been active during hurricane katrina, it is critically important for the association to ensure that the recovery is equitable. and so, starting as early as friday, our state conference president, our houston executive director, and our staff in houston, we started convening conference calls to talk about what the evacuation plan looks like, what were the support mechanisms. each evening, we talked about that, so we could respond timely to communities who may not show up on the radar screen. just this morning i had a meeting with fema. our goal is to ensure resources directed from the federal government do not skip neighborhoods. if we don't skip neighborhoods, we would ensure a fair recovery. that is our responsibility, to make sure equity is at the table when the discussion of recovery is being discussed. >> a quick follow-up. policy flagging it up to for.s and fema and so so forth. you cited katrina. when people say, ok it's time for you to evac

derrick ward joins us liv mood there this morning. hi, derrick. >> reporter: good morning, angie.you want to know about the mood here in charlottesville this morning, take a look at this. this picture says it all. these three folks showed up obviously well before dawn to stand here and contemplate. there's tears and quiet prayers. this was a crime scene after the incident when that driver plowed into the crowd that was marching here and now it has become a memorial. james alex fields jr. is charged with driving that muscle car into the crowd of protesters. 32-year-old heather heyer was the sole fatality. what's wounded is the mood of the town. people describe charlottesville as a little spot of blue among a sea of red. it's a bastion of liberal thinking and mood here. happened was not charlottesville. it was not the mood of this town. that's something they're aiming to recapture. this is the first weekday since this happened. the barricades will come down and this will be removed because this is a significant thoroughfare that leads you up from the pedestrian mall where folks will

derrick ward will explain how charlottesville is healing this morning. derrick? >> reporter: good morning again. here at fourth and water street, the sun is rise on a quiet morning here. quiet, definitely comparison to how it was this weekend. we've seen the street sweepers making the rounds here. hasn't come down this street. chances are, any normal monday morning, it would make the circuit. not -- this is not a normal monday. certainly hasn't been a normal weekend for the city of charlottesville. the images have gone around the world now. a driver plowing into a group of protesters. several people were injured. dozens were injured. one woman died and that has made this a place of earlier today, we saw about three people come by, just standing and looking at the memorial. the candle, the flowers and the messages scrawled into the pavement. a few moments ago, a young man wrote a message. didn't want to talk or si anything. but you could see the gravity of the situation here and indelibly etched into the minds of the people in charlottesville. people all over the
