thank you secretary devos. my question is given the need and support for lifelong education with these scholarships be available for post-secondary, higher education and for graduate schools especially given the need for workers to be retrained as senior citizens in some cases to enter new opportunities. >> it's a great question. this proposal is really focused on k-12 education and for the states that actually wrapped in pre-k to their k-12 programs. they could target that around preschool as well but it really is focused on the k-12 years. your point is a good one and we should really be looking at education as a lifelong pursuit. there some states that have implemented education savings accounts which of course can be used to customize their education and if you don't use up all of the dollars in the year you can roll it forward. arizona for example has an esa that if you still have a balance at the conclusion of your k-12 years you can use it for higher education. states that participate in this may look at

secretary devos, as you know, is a strong advocate for religious freedom and rule of law. under her leadership, the department has taken a number of critical steps -- technical steps, but critical steps to protect this first freedom. first and most significantly have been changes to the regulations that apply to higher education under the higher education act. there are, as a result of trinity lutheran and the attorney general's memo that eric mentioned, we undertook a regulatory review to determine how our title iv regulations dealing with colleges and federal student aid might affect the rights of faith-based organizations under the free exercise clause and also those , of students. we went through and reviewed them. eric: as a result of will making, made a series of changes. first with respect to accreditation, the process by which congress has given a -- given to private organization's the ability to condition the eligibility of those organizations for student aid. we have made it clear that religious mission must be taken into account. perhaps that an aggradation -- p

king: it is not about the current policies around choice secretary devos' history around choice. the reality is there are really high-performing public charters that are contributing very positively to the public education landscape. i think about the charter sector in boston or new york. on the other hand there are charter sectors that are quite terrible like the charter sector in michigan. secretary devos has been a champion of low regulation, low oversight, low accountability for charters. and so as a result, in michigan, you have a proliferation of low performing charters, something like 80% for-profit charters, administration. mr. duncan: we, as democrats, should not and can't blame republicans for our policy choices and should not be swayed by that. as john says so eloquently, there are amazing charter schools that are transforming students' lives if you help start one of them, and there are low performing charter schools. as democrats and citizens, we should have a moratorium on bad schools, and we should want a lot more good schools, whatever might be. that name might be.
