dhs, we have developed the efficiency review system. it was designed to be unemployed driven mechanism i which we could identify costs we could avoid, things we do not have to spend money on, processes that were overly revoked -- redundant or cumbersome and the like. conservatively, we have saved the taxpayer well over $4 billion through that effort and some of them are big issues like fleet management. in a department like ours, i'm sure you can imagine what that looks like. how we do procurements, how we break some of that up. it goes all the way down to, what has to be on paper and what does not? there are lots of things, little things that add up to big things, and some very big things. some others are underway. , our really saying, look human capital is probably our greatest resource. we need to invite them and create a space where they can participate in the agency in a more fundamental way. that thats to me satisfies two things. first of all, it does get the efficiency, and smartly, where people who have actually had experience -
