diane talked about the importance of transportation improvements, and our neighborhood scale projects, and at 337, and pier 70, can begin to address some of these transportation needs in their areas but most of the port project cans not and so we need to pursue the federal funding, state funding, and for things like the eline and the improvements to the major streets, and both of the northern and the southern water front. >> finally with respect to the design and we were having a big debate about the water front heights, you know, i think that the port staff has, you know in the past looked at heights as one element of the project design. and we think that on the whole, there has been broad acceptance, of the projects that have been built, and some neighborhoods have had problems, with height. and particularly in the northern water front and other neighborhoods have welcomed the height and the water mark is example in the south beach neighborhood, and as we moved forward. in terms of looking in terms of prop b with we need to open the die long and how to formulate, the proposals that

diane eastabrook is there with more. diane why aren't investigators identifying officers? >> police aren't releasing the names, because they are worried about the safety of the officer and others in the department. we talked to the ferguson police department and they said the department has been flooded with threatening calls since saturday. other officers on patrol have been verbally threatened by people on the street. what they are doing in response, they normally go one person per car, now they go two persons per car. the in they have to respond to a call they actually send four officers out putting precautions in place. del. >> what about the relations between the community and the police in ferguson specifically? >> right now you know there are strained relations between the community and the police officers. and we're hearing that sort of all over st. louis county. although we've talked to several people who said relations in this county have been strained for quite a few years. we're in clayton right now and early this morning there were about 200 people who marched

. >> diane esta brook joins us live this morning from ferguson. diane, good morning to you. i want to point out something we just saw in this report where the young man took the shirt off that was covering his face and he said, these people came in to loot the store. i came to stand up for my rights. so we are hearing protesters say the people who actually were looting weren't from ferguson, that they were actually outsiders coming in. what are you hearing this morning? >> reporter: actually, morgan, i am hearing it could be both. we were over at the liquor store, the ferguson market and liquor behind me. that was one of the stores that was looted last night. one of the protesters that was here and is here this morning said she recognized people from the neighborhood. we are hearing it could be both. it could be people from outside the area, which we have been honking all week but hearing now that it could be people as well that are from within the neighborhood. this morning, there is a strong police presence here they are talking to some of these business owners who were vi

diane eastabrook is there. diane, we hear the mayor has pulled the local police out and replaced them with highway patrol. what is going on in the streets around you? >> he is calling in the highway patrol because of the intense criticism that the county police officers have been getting for way they've handled these protests that have been going on every night since about sunday. i don't know if you can see behind me there's a huge crowd gathered behind me as they have been for every night for the past few days. we'll have to wait and see how this is handled tonight. the protests have started out peacefully but as the evening's gone on they've escalated and turned violent. as you probably know tear gas has been thrown out. so things that have started out peacefully have escalated into violent situations for the last few nights. so he's hoping that the highway patrol might come in here this evening and maintain order. >> is there some sense diane that they're better trained, more time on the ground dealing with

congressional scrutiny -- indeed, diane feinstein, the chief of the senate intelligence committee, even she in the past has said executive order isn't subject to congressional oversight. that is the authority that is used to put these records on the system and final across the intelligence community. there are a few legal questions about that, the restrictions, how it can be used potentially into mystic criminal investigations, secretly by federal agents, and stuff like that. these are things that people are asking and we hope will be addressed by the government in the weeks to come.

but we have diane eastabrook outside the church she is in ferguson, missouri for us. describe the scene in the town right now after we have seen so much violence over so many nights, are things calm now? >> they're calm right now del but there's still a lot of frustration here on the streetle streetle -- streets of ferguson. i'm standing at the police station, there's probably 2 or 300 people assembled here. the president is scheduled to have a press conference in about ten cam, 15 minutes. the department was supposed to meet with the department of justice and with michael brown's parents, talking to some people in the crowd earlier and they said they feel like the city is at war with them. there's a lot of frustration, there's a lot of fear. they say they have a right to be out on the streets and a right to protest and they feel like they're being treated like criminals. >> diane there are bones of contention. let's address them earlier, one of the areas is the name of the police officer has not been released. what are police saying about that and might we see his na

. >> thank you, diane. >> and thank you commissioners. brad benson, and director of special projects. this is been, you know, an amazing effort of the port staff to put together this report, across all of the ports divisions. and i just want to say that what a pleasure it has been for me and i worked with bar, and buy ron and all of the port staff and i think that i have learned more in the past couple of months that the port in my prior ten years, so, the water front, land use plan sets forth broad land use policy that diane has described. and uses for the entire water front. and implementation guidance, and it is updated fairly, and infrequently only when needed. and by contrast, the port's ten year capitol plan is updated annually. and the port staff evaluate the cost and condition of the port facilities up and down the water front. and on this annual basis and bring revised capitol plan to the city's capitol planning committee and the board of supervisors every two years this is intended to address the same value and really divvy up t
