joining me is christopher dicky. christopher, good morning.t do you make of the russian president's message on developing new missiles? >> well, i think once again we see that putin is taking the initiative here. i'm not sure that those missiles are going to be a tremendous threat to europe or to the united states. what is happening is the old treaty structure is breaking down. and the united states had become very uncomfortable with it. it's not just about russia and the united states any more the way it was back in the reagan era. this is now about russia, the united states and china. and i think both russia and the united states had begun to be uneasy with the restrictions put on their nuclear arsenals when china has no restrictions on its arsenal. >> president trump said it is russia who is violating this treaty here. moscow denies it. who is right? >> well i think the united states is right in the sense that russia has been deploying and developing weapons that certainly are counter to the spirit of and probably the letter of the treaty.
