what does this deal mean for dod? >> they are getting partial relief from the sequester cuts in 2014 and 2015. everything from 2016 and beyond remains in place. i say partial relief because they were set to get cut by $52 billion from what they rested in 2014 or $21 billion from where we are right now under the continuing resolution and what this means is that they will basically be able to stay at the level they are right now, about 47, $498 billion in the annual defense budget. so that is better than no deal, but it is far from fully replacing the sequester. >> so there are parts of it right, if it is a partial sequester, they are going to have to cough up more money aren't they? >> they are. 31, $32 billion less than they planned on getting this year. >> but that is still $21 billion they have to come up with? >> yeah it is good congress is doing this now so the proprietors will make changes in the bill before it passes. if they do that, it will stay below the budget cap for 2014. so that is good news. >>> the mili

marsh, i wanted to ask you, i am pleased with dod and the fcc announced an agreement to 1780 megahertz band ready for auction. , serving oncenes the armed services committee, energy the party get-together to take action that protects dod's action. we know we need to get this band in particular out auction. what is your perspective on this process, and are you confident that commercializing the bactrim is moving in the right direction? are we seeing a moving forward process that is going to get us the result we need? >> this work is really important. this band could free up 25 megahertz of spectrum which would be very useful in the wireless industry. the process has been a challenging one. the number of different services that are in 1755 and 1780, we have been encouraged by recent successes and progress made. areink all of the agencies all working together productively on this band right now to try to bring it to auction within the statutory requirements, which requires they be reallocated by 2015. yes, we are encouraged by the progress made. >> good. it sat around here for a long time

sexual assault has been front and center for dod in recent months, the topic of hearings and discussions. one of the main complaints from male victims is how slow the process is to acknowledge this issue affects more than one gender. >> when you hear all these reports coming in, what has the military done so far? >> the military has a sexual assault prevention office and one goal was to promote initiatives that address the needs of male victims. one of the things they did is added information to a 24-hour seven day a week hot line for rape survivors. they also say they reached out to organizations that support male survivors for some guidance on what to do when they come up with future strategies. then they said their focus for the next couple of months is really going to be on some of the these male victims to figure out where they're coming from and why they're reluctant to report and what kind of support they need. >> we saw the one clinic at the veterans affairs hospital you were at. are there other programs like this for men? >> there are a lot of programs for ptsd and military sexu
