i'm don harrison for abc2 news. >> don harrison, always so resourceful. tonight's top stories. a sheriff's deputy in northeast baltimore was involved in a bizarre shooting this morning, the sheriff's department says doherty was wielding a knife and jumped in to the deputy's car, forcing the deputy the shoot him in self defense. his family says it doesn't make sense since he has had numerous run ins with the law and avoids them at all costs. >>> ethan pled guilty and mutilated two adopted cats, one was killed with a bb gun , the other nearly beat on the death. he could face up to three years in prison. >>> news from around the station starts in indiana, 7 people died after a crash near the michigan border. the victims were in a mini van that had 10 family members in it. none wearing seat belts. it was rear ended by a tractor trailer. witnesses say the van may have hit a deer and slowed down or stopped before it was hit. one of the 7 killed was an infant which was in a car seat. it was used improperly. >>> ten schools in greenville, south carolina were locked downive as a gunman

don harrison showing us how they are in trouble with the law. >> i have been up here the cab service up here just like -- it's messed up. >> reporter: its complaints that made police aware of problem was cabs at some amtrak and light-rail stops. >> we did an operation called operation correct fare. >> reporter: tuesday morning police did an undercover sting at the amtrak rail station and at a light-rail stop. they posed as customers looking for cab drives. in a 20 minute span police issued 11 violations, three of them involving arrests on the scene. one of the arrests was for a suspended driver's license and two were for criminal warrants. some of the violations were traffic citation, failure to start a fare meter and refusal to take a customer. >> take you where they got to go. >> reporter: these don't come as a surprise to some customers. >> most cab drivers want the trip out of town, you make yore money than try to run someone local and burn more gas in traffic. >> reporter: jeff used to drive a cab and he has seen drivers not play by the rules. >> we never did like short runs bec

abc2's don harrison explains. >> reporter: governor martin o'malley and others kicked off maryland's special session. they increased in population. the largest jurisdiction, montgomery county for the first time has more minority residents at 40.7%. maryland is democratically controlled and the party will try to take advantage of that when redrawing the lines. >> the role and the job and the duty that we have in this special session is to acknowledge as the constitution calls upon us to do that every 10 years you have to make adjustments because of population growth because of population shifts. >> reporter: president miller acknowledges because of maryland's uneven borders, this process can be difficult. >> our state is odd shaped. it's divided in half by the chesapeake bay. >> reporter: many senators feel the process is unfair. >> politics seem to be the overriding concern, not citizen's rights, not communities that come together. >> reporter: the senate will meet tonight and hope to have a proposal by tomorrow. legislators should have redacting finallallized by friday. >> there wil
