cnn presidential historian, douglas bri douglas brinkley. so good to have all of you on.in, i'm going to start with you this evening. foreign policy is front and center for the trump administration tonight, four days after the u.s. bombed sy a syria. do you know who our policy is? >> no, i think the strike was instant gratification for tragedy, an egregious act, use of chemical weapons. the fact is the process of maki making a doctrine to come up with a foreign policy takes months and this is a process that's been deeply delayed by the overhaul, the turmoil within the administration over personnel. still the majority of foreign policy positions have not been filled. and so this process is much delayed. there is a sense that going into moscow, which is arguably the most important meeting this administration has had, they have not thought through who comes next after this air strike. what do they plan to do, whether it's with russia on syria, or on the ukraine, or in some of the bigger foreign policy challenges that we need to work through with russia. so, this is a pivotal

here to discuss now is presidential historian douglas brinkley and a reporter from "the washington postvid, first off, congratulations. you won the pulitzer prize last week for your excellent reporting on president trump. he's beaming. and whether he was following through on his promises to donate to charity over the years. the answer was typically no, right? >> that's right. i spent a lot of time trying to find any evidence, trying to prove trump right when he said he had been giving millions and millions of dollars away and i couldn't. i called 450 charities trying to find some proof that money was out there. i found one gift out of trump's own gift for less than $10,000. >> in terms of how and went president trump gave money when he didn't, you're seeing similar patterns in his decision-making now and how he's going to be in the white house, right? how so. >> a couple of ways. one is that he often relied on the idea that if you've made a promise, people would never follow up on the promise because they would assume no one would make a public promise and then forget about it. so he wo

joining us from austin, texas now is presidential historian douglas brinkley.saying that everything is going swimmingly. you have said it couldn't get much worse. who's right? well, it's been a very disastrous first 100 days. there's been no real accomplishment. he pushed through the repeal and replace the affordable care act, which was the crown jewel of his first term yelling with congress, and it blew up in his face. he's also had a problem of the russian election probe kind of hanging over him. he never really has been able to get his footing yet, donald trump. you are looking at 100 days, the reason that we do that is that franklin roosevelt came in, 15 major pieces of legislation, got the country going. and john f. kennedy struggled during his 100 days but he decided to unify the countryjust weeks after his 100 days with the moonshot, putting the first man on the moon. donald trump seems to be kind of having gay hangover effect from the 2016 campaign. and the surprise —— having a hangover effect. the surprise is the repeal and replace the affordable care
