[applause] >> good morning, everyone. thank you to the office of civic engagement for this opportunity to join the launch of today's permanent community ambassadors program. as we have heard, the community ambassadors program emerged during the time of crisis in san francisco last year in 2010 when a series of attacks on seniors occurred at muni stations here in the southeast. chinese for affirmative action, along with our partners, including dr. joe marshall, sharon hewitt, marlene tram, others who came together to really address the concerns of residents. we stood together and demanded change. the city responded. you want to thank and lee,

dr. marshall. i got to be a radio person last sunday night. it was fun for me, and i very much appreciated getting out of the dialogue with the community. president mazzucco: great. thank you. sergeant? >> good evening, president mazzucco, commissioners, others. i am here to make two presentations, the first one being the second quarterly report of the firearm discharge review board. we convened on an june 23 this year. there are the members shown as listed. we discussed three cases that were brought up on that day. but first case was the officer- involved shooting that took place august 28, 2010. bayview police of a sears responded to reports of a person with a gun. the man fired at the opposite is, and one of the officers fired in return. the second two shootings that were presented that day were officer-involved shootings, one taking place on september 19 last year involving an off-duty officer who discharged his handguns, suffered self- inflicted wounds. this case has been referred to the police commission, and this is not in policy at thi

dr. marshall. >> thank you. very proud to introduce to the commission, formerly the community ambassador program. they are here and in a moment i will introduce, at turn it over. let me give you a little background about this. on my time on the commission, there is a couple of times i have been asked to involved -- be involved in things i am pleased to do. both times were times of crisis. the first one was in the aftermath of the rnacanch shootg and i was helped to -- asked to help the board board who usher in a civilian review process. i appreciate that and they have one now her ray lahood the second time was last year when there was some terrible tragedy. the gentleman who was beaten to death, followed almost right and -- right away by the asian woman who was thrown off the t line. both of these instances involved young black men. a lot of attention in the area in the city. and a few of us got together and tried to do something about it. i want to commend our former commissioner, vincent. we met every week at

dr. marshall? >> if this question has been asked, i apologize. in your 100 days, do you plan to take a look at the recommendations of the report and make a decision on which ones you want to keep and which ones you want to jettison? what are your thoughts? >> a couple of the things, a lot of the perf report spoke about another layer of bureaucracy. staffing levels, that is not where i think would be the best place to expand our resources. i would rather as we have done shranink control so the officers we do have have a control that is more manageable and tell them, do their job. i do like investigators. i have been a proponent of that. that was mentioned in the efficiency plan. i do like the special victims unit, putting the special victim operations, that was also in the report. and then as we go through it, i know they spoke to technology and the like. it is our reference the naidoo looked at. but i do have my own ideas and participated in the plan. it almost looks like the same document absent a few recommendations. >> when you are ready we ca
