our eamon javers has been in washington following it all day. and he joins us now with the very latest eamon. >> melissa potentially in the next 20 minutes. we'll see. we're expecting the president to bring the white house pool reporters into the oval office for an event signing some executive orders. we expect that among the things that he'll do there is sign these new tariffs of 25% on steel and aluminum imports into the united states, he will sign those tariffs at this event. but what we're not expecting now is this idea of reciprocal tariffs. that's something that we're told the president might do at a separate time or a separate day. we initially thought all this might be coming today. not the case. these two things are moving on separate tracks. so watch for a separate announcement later on in the week. the other thing that we're tracking here is the foreign corrupt practices act, one of the executive orders that the president is about to sign, i am told, is related to the foreign corrupt practices act. and what what it's going to do is pau

let's get to eamon javers. eamon, what's the latest? >> kelly we're. >> about to see president trump in the oval office have called the white house press pool here to go in. so we'll see that momentarily. i'm told that what we're going to see here is the president officially signing those steel and aluminum tariffs that he talked about yesterday, 25% across the board tariff on steel and aluminum. what we're not going to see, at least at this time, is the reciprocal tariffs that he'd also talked about on countries that have tariffs against the united states. that set of tariffs is going on a separate track, i'm told. not clear whether that's later today or later this week. but we're not going to see that at this event that's coming up here in a short amount of time. we're also going to see kelly, the president, signing an executive order related to the foreign corrupt practices act, according to a white house official. now that's important. that's the law that makes it illegal for american companies to bribe foreign officials overseas. w

let's get back to eamon javers with the latest. morning again eamon.rning a little bit more. >> now from white house officials on what to expect at the 1:00 event in which the president is going to announce reciprocal tariffs. one thing to watch for is i'm now told that there's going to be a time delay of some kind on these tariffs. they're not going to go into effect today. there will be a date certain in. the future. unclear what that date will be. april 1st has been discussed as a possibility for the tariffs to go into effect. that is. still tbd. so don't count on that particular date. but one thing is for sure these tariffs are not going into effect today. this is going to be a presidential memorandum, not an executive order. so a little bit sort of lower on the totem pole of presidential authority here. the ustr is going to be tasked with identifying next steps in the reciprocal tariffs as part of this presidential memorandum that we're going to see today. we're going to expect to see a couple of new details in terms of exemptions in this announce

of mch global enterprises and a cnbc contributor alongside our senior washington correspondent eamon javers. eamon, let's just start with you. what this is this official now. >> it is official. the president signed it last night. and the argument here from the white house is that the foreign corrupt practices act, which was passed, as you say, back in 1977 and really enforced aggressively, you know, since 2005 that that law basically makes an unfair advantage for competitors to american companies. that is, american companies are hamstrung because they're not able to do deals with governments around the world to get those big infrastructure projects, oil and gas deals and all that kind of thing. and so they're saying here that they want to scale that back. they're going to pause enforcement for a while and try to write new guidelines. and what they're saying in the exact text of the executive order that the president signed is that the law was systematically and to a steadily increasing degree, stretched beyond proper bounds and abused in a manner that harms the interests of the united state

let's bring in eamon javers. what can you tell us eamon. >> hey there kelly. well, the white house confirmed this week that elon musk is serving as a special governmental employee. now, that's a specific legal category inside the federal government. and it comes with certain requirements and also certain restrictions. a white house official told cnbc on tuesday that musk will comply with all the rules and regulations that govern these special governmental employees and according to the federal office of government ethics, that means that musk won't be able to serve for more than 130 days during any given year. now, we don't know on what date that clock started for musk's job, but it is ticking, and that does give him a sense of urgency here. if he wants to serve longer than about that six month period. the white house is going to need to find another role for him. a special governmental employees are also required to file public financial disclosure documents within 30 days of assuming their position. given musk's vast holdings, those documents could make for

my colleague eamon javers at cnbc is reporting that while the president is announcing them today, they could be some room for negotiation here between now and then. >> so, ron, there are a ton of countries that have different tariffs on us products but have no tax implications for their products into our country. >> in some cases that's true. or that the taxes are tariffs that we impose are in the neighborhood of 2 to 3% versus 10 to 15% overseas. so what would happen was our tariffs would rise to meet the level of their tariffs reciprocal as it's defined. and so that would ultimately raise the cost of those goods coming in. there will be some negotiation potentially over this. india's prime minister is here today talking about that directly with the president. they do tax us goods. i believe it's something like 14% in some instances coming into their country. so there's going to be a lot of room, hopefully a lot of time for negotiation. this doesn't go into effect right away and raise consumer prices immediately. it would be something that would defeat one of the president's stated go
