a struggling school district in east san jose is scheduled to begin its final discussions this week on which schools to close. the leaders of the alum rock school district say they have to close as many as nine of the school district's 21 schools because of a projected $20 million budget deficit. they're projecting the district's enrollment will keep dropping because of declining birth rates and rising housing costs in east san jose. the school district is bringing in a new superintendent to oversee the school closures. >> the martinez city council plans to vote tomorrow on an emergency ordinance tied to a landmark supreme court ruling. it would ban homeless encampments in many parts of the city, citing public safety concerns. there would also be restrictions on the use of alcohol at the encampments, along with new rules for people living in their cars. the ordinance cites the supreme court ruling in june that gives u.s. cities more power to clear out encampments. >> our time now. 708. cooler weather is allowing firefighters to make some progress against the three big wildfires burning

coming to san jose in response to escalating break-ins, violent robberies palmer's michael thomas live in with more. michael? >> hi, good morning, everyone. this is really taking place here in the east. san jose area alum, rock village, specifically where officials say people are being robbed at gunpoint and businesses are being broken into in the whole goal of these new safety cameras really is to make sure that businesses stay open and feel safe. and this is all a part of san jose city council member peter ortiz is a plan along with the alum rock, a village business association. and the plan is to bring a 35 free kids that have for safety cameras. each allowed businesses in the area to feel safer and more secure or right now they say that crime is escalating along you know, lots of public safety concerns. small businesses here in the area and nearby continue to be targets. a frequent break-ins, those violent robberies just last month. a business in east san jose's evergreen neighborhood, which is not too far from alum rock was targeted by criminals and broken into 3 times in just 3 weeks. it's then that we had spoke with the business owner that said keeping their doors open during

san jose case, 2 women now face human trafficking charges. kron four's jack moment has reaction from nearby neighbors. >> san jose police say it took them months to investigate this specific brought east side. san jose and when they were able to make an arrest, they were also able to find and rescue to human trafficking victims. but the city council member who represents that district, peter ortiz tells me he's afraid that the human trafficking suspects are preying upon latino and asian immigrants in that community. >> for months right off of what he said. san jose's busiest intersections. a brothel was running in plain view. i live. >> in the apartments next to where this brothel was discovered. city council member for district 5 peter ortiz says this recent bust comes as a shock. these are people's daughters. these are people's family members. san jose police say they found 2 victims of human trafficking at this apartment after a months long investigation. the apartment is now boarded up the ring camera broken on the floor. >> that's very shannon nelson lives in the same apartment complex and said >> while the months were going on with this brothel functioning, she had no idea. yeah

on what caused that fire. >> also in san jose and early morning strip mall fire damaged multiple business as the flames broke out around 3.45. this morning in east san jose. the fire badly damaged 8 businesses, many of which appear to be complete losses. thankfully, no one was injured. business owners spent the morning assessing the damage done. >> i just became a business owner this year. i've been working there in 5 years. so you work there and then you ultimately purchased the business out. and i was single mom of 4. and then to see this you laid eyes on it. that must adjust your mind. you were still not making light. >> barely getting by. >> the exact cause of the fire is under investiggtion. the new bill heading to the governor's desk wants to ban those deemed mentally incompetent from owning guns. the legislation introduced by assembly member matt haney would permanently blacklist anyone who's been deemed incompetent by a court from purchasing or owning a gun. right now the court can ban a person deemed incompetent from owning a gun. but the ruling can be reversed and it only applies to felony cases. the new bill would keep them away from

to the south bay, where san jose will soon have its first ever safe sleeping site whe people safely spend the night. the city has announced the site will be near watson park on east taylor street a hhway 101. the site was selected b the san jose city couil. it will have tents, porta potties and a wash station as pt of the city's effort to eliminate unmanaged, unsafe encampments from the area and other streets and along waterways. it's expected the site will be ready to open early next year. >> new at noon there's a bay area effort to urge governor gavin newsom to sign a bill that would expand solar benefits to schools and apartment buildings. peninsula state senator josh becker and state school superintendent tony thurmond were joined this morning by oakland school officials. they say sb 1374 addresses a loophole in recent solar rule changes that disproportionately impacted schools and other properties with multiple electricity meters. the bill ensures schools can fully utilize their on site solar power generation across entire campuses, maximizing cost savings. >> this decision to unfairly burden our schools with higher utility rates must end if we are to incent
