just by way of background, the family zone was passed as part of the eastern neighborhoods plan and the goal of the youth and family zone was to expand the provision of portable housing in the area which is, i think the boundaries are on the map on the overhead. and it's intended to protect and enhance the health of youth and families in existing and growing community in the area. the amendments that are before you today are intent with the amendments to make affordability requirements that are listed in the legislation in the original legislation consistent with the rest of the youth and family zone where tier c, which is increased afford ability from 15%, which is the baseline to 22% is applied to all of the areas bound by, generally by natoma to the north, harrison street to the south, fourth street to the west and seventh street to the west. this tier c provision already is included in the youth and family zone in the areas interior to those major streets and we respectfully ask for you to vote no on this approval as described in the report. we are committed to working with the plan

we have a chance for more fog on the eastern shore.like folks out there in queens anne and talbot and caroline counties dense fog advisories until 4 a.m. and we could see it as well here. temperatures at 52 in baltimore. 51 in d.c. 49 in hagerstown. slightly warmer on the eastern shore for tomorrow. as the warm front is straddling the area. so temperatures could potentially get into the 60s for us. and we will be on the cool side of the system as warm air comes up creating showers and it moves north. on the future scan. rain tomorrow. picks up in pace as a low racks up west of us. wrapping in the atlantic moisture. decent rainfall. by wednesday you can see it pushes north. and we will see it dry out for the rest of the week. eastern shore, forecast is showers, temperatures around 63. anddyou see the difference in temperatures over the central portion of the state at 57. and then the western portion taste temperatures in the 50s as well. with the rain showers. and then looks like tonight get 50. for tomorrow. lloking at showers through

eastern shore.the temperatures begin o climb. light showers not holding together as the frontal boundary dissipates in strength as it moves east. 50 degrees is the temperature in baltimore, pretty mild for this time of day and this tiie of year ecause of the cloud cover and moisture moving in. although we're not seeing rain right now, there's a chance of some rain overnight tonight as low pressure moves out of the gulf coast area and brings with it more moisture. rain is expected overnight tonight into wednesday, especially tomorrow afternoon and evening, the heaviest rain maybe even continuing into early on wednesday. the upper 50s, generally. rain arrives over night tonight and mostly sunny skies over the weekend. a bit cooler than average weekend, we will talk about the rainfall and when it will arrive in a few minutes. candace, it's been foggy all morning. >>> it has been, steve. we can see the ffg looming over the area. here it is on the beltway at harford road. it's going to reduce visibility
