ed lee came in. he talked about rad and one of the things that i was really passionate and so was mayor breed is if we're going to rehab and we're going to completely change and make it better that when we build housing a rehab housing. there is no displacement and that was something that really we felt strong about no displacement when you're building housing or rehabbing housing because as we know and many people that live here this community here is at the heart of this area they're the ones that have been here have raised and made this community what it is this really strong heartfelt community so there was no way that anyone could move or could be moved out and displaced. and when i come when i became supervisor. that was one of the things first places i visit was west like courts to look at what was happening to the rehab to talk to residents because i felt we have to make sure that we save this wonderful asset. and we have to make sure that our residents are safe and so i'm just really proud t

if you know ed lee and how much he loved the tenderloin, he met with cpmc, and he got us $4 million. a million more dollars than it we needed. he said randy, i want to make sure we have enough money. he was smart. so what happened was a board of supervisors approved at all in 2012, but then cpmc had to downsize the project, and it started again in 2014. in 2014, we had a little bit of a conflict with city officials. you see these beautiful teardrop lights qantas everyone like those lights while we are a historic district. we had engineers who said we are not putting in those lights. we are putting in the modern lights because they work better for lu d. we are having an argument on taylor street of august 2014. and i said to him, let me put it to you this way. mayor lee wants teardrop lights. do you want me to tell the mayor you are not agreeing to what he wants? he did the same thing to mayor breach. you get mayors who really care about the tenderloin like them, in the city bureaucracy starts listening to the neighborhood. that is what happened. it took a very long time. i used to jo

before this renovation and when i first became supervisor i met with mayor ed lee and talk to him about housing and why we weren't meeting our obligation as a city to invest in housing in a way that would allow people to live in dignity it was very personal for me because of my own personal experience in frustration and so nothing was more important to me than trying to focus on making the kinds of changes that will better the conditions of the people who live here. merely agreed him. we worked really hard and the rad program is something when awesomely was director of the mayor's office a housing we brought that idea to the community and a lot of folks were apprehensive of course because commitments had been made in the past but the follow through has has not happened but because of that work. i'm so really proud that we are renovating over thirty five hundred housing units all over the city and changing really the conditions of how people. live and again some of the basic things that so many people take for granted because i understand what it feels like to live in a community where s

years, we've done a lot to reduce veteran homelessness here in the city from when the late mayor ed lee made his promise and joined other communities across the u.s. to end veteran homelessness. in the last six years, we've opened housing sites from the veteran commons in the mission district area. the 250 kearny in the financial district area which serves over 130 veterans and also have opened the fairfax which is a permit supportive housing site and safe haven site, but we still have lots of work to do. we still have a plan to actually get to that functional zero number. and with that, my chief operating officer mentioned earlier that we do have a shovel ready project in treasure island ready to go. it's just short about $10 million of funding, and we're asking that some of this windfall money be dedicated to this project to get dozens more veterans off the streets into permanent, supportive units with the services they need to stay off the streets and maintained in housing. so thank you for your time and i hope you guys consider our proposal. >> prop g is about dignity. prop g means

as lee said, 75% of our special education students receive the services in general education classrooms along with their general education peers. graduation rates for the students in the special ed programs have jumped up in 2018. it was 66% for 2017. new numbers are 73.5%. so this is a gain. but we would love to see those numbers higher. 88% is a graduation rate for our general education students, so we'd like to be closer to that level. and just for your notes, our numbers do not include students on certificate track, so that is not included in our percentage. the other thing we want to point out is that students of color are overrepresented in sfusd by 40%. they are referred into special education at a much higher rate. in these cases, just as in the case of larry p, many students are mislabelled and do not get the intervention they truly need. the high number of absences and suspensions in the charts below, so the blue lines that are jumping way up, those are chronic absenteeism by grade level. i'm sorry, it's not showing on the bottom here, but the numbers at the end, the higher numbers in the chart are middle and high school rates. so the numbers, for example, for absentee
