they the officers responded to valley high apartments on edgewood road northwest on monday night. it was for a domestic disturbance between a man and a woman. the officers shot and killed markell bivins, who was 25. police say bivins had stabbed a woman multiple times. she's expected to live. today, jurors heard from the dubuque police officers who say they took the confession from a man accused of killing his daughter. trial for first degree murder. police say he admitted to shooting and killing his daughter, kimberly stern, who was 27. it happened at their home in june of 2015. in court today, police said they found several bottles of prescription medication, including narcotic pain killers, inside stern's home officers worried he was having an overdose, so they decided to take him the e-r for an evaluation. a nurse testified that evaluation showed there was nothing medically wrong with his daughter. "she said something that made him mad and he kind of hung on to that." a police investigator says he thought he was recording stern's hospital bed confession on his personal cell ph

year-old market bivins during a domestic disturbance call at the valley high apartments ,just off edgewood road nw. raelynn finn returned home to her apartment for the first time just this afternoon. finn says she's still healing from stab wounds, a broken jaw and ruptured ear drum. she also says police had to shoot bivins because he was stabbing her right in front of them. her couch and started stabbing me in the fact. did you know he had a knife? i saw it in his hand but i was trying to run when i saw the officers. " finn says the cedar rapids officers shot bivins twice during the attack. they also used a taser 3 times after that because he still wouldn't quit his attack. reports surfaced this morning suggesting that waterloo has asked police chief dan trelka to resign. out of town and no city official has been able to confirm the reports with tv-9. the waterloo cedar falls courier today cited sources who said trelka told a small number of officers he'd been asked to leave. the waterloo police department has come under recent critiism after several payouts from excessive police force law

the city just announced edgewood road is now open. inspectors have looked at the downtown bridges and they are safe to open as soon as workers remove hesco barriers. saturday all of the interstate 380 ramps should be open as well as the downtown up across cedar rapids before this flood event. and now those sandbags have to come down. so the city has a couple of plans for dealing with them. people can take sandbags to the noelridge pool starting tomorrow morning at seven. another collection site will open at ellis park at seven saturday morning. people who aren't able to haul sandbags to those sites can put them out on their curb. the city plans to start picking them up on monday, october 10th. clean-up kits. people can pick them up... in linn county at palo city hall... ...in cedar county at the courthouse or law center... ...in black hawk county at fire station one... ...and in butler county at saint john's lutheran church. anyone who needs help or wants to volunteer to help with flood clean- up should call 2-1-1 or go to united way

paving on the stretch that goes from edgewood road to covington road started in april. and engineers and contractors this paving process could provide more road for less money. kcrg t-v nine's dave franzman reports. asphalt certainly isn't a new roadway material, and it's a favorite for driveways, side streets, and repair projects.sot/nat but most brand new highways in iowa start different. it's all asphalt, more than one foot thick when finished. and the iowa d-o-t wants to see if it stands up to highway traffic as well as concrete because more highways made this way could save money. this morning, edgewood road crossing the cedar river is open. the city says downtown bridges should be open to traffic saturday. that includes all i-380 ramps leading into the downtown area. bus service will also resume saturday. and starting monday, the linn county-cedar rapids solid waste agency will start collecting garbage and recycling within the evacuation they can put out their normal trash container plus two 35-gallon bags for free. the final flood barriers are down and all the male inmates are back in jail at the linn county courthouse this morning. the county moved them to other facilities last weekend. workers are still removing flood barriers from the sheriff's office. that's set to re-open monday. progress isn't coming along as quickly for cedar rapids city hall. it might not reopen for up to 30 days. the city says the building workers pumped a lot of it out. the damage was mostly to basement rugs and drywall. members of the american red cross are trying to keep morale high as people start to return home. "they don't know exactly wh

finn says she snuck into a bathroom and sent an emergency text to a friend who called police to the edgewood road apartment. finn says bivins had taken her to a downstairs apartment of a neighbor... and attacked her right in front of officers. "i was trying to run once i saw the officers and maybe he thought they were going to interfere with his plan and he got away from them and now from what i learned the police had actually shot him times after that." finn says there is no doubt in her mind if officers hadn't fired their weapons, bivins would have completed his attack even with police in the same room. she's also gratef taylor took her emergency text message seriously. "at the first call, it was just like an emergency like she said when i got the second text he's trying to kill her it was like he's trying to kill her, you need to get there" finn says she tried to get a restraining order against bivins with a court date set in august, but the petition was dismissed by the court because she missed some deadlines to respond to a request for the investigation of the officer- involved shooting

edgewood road bridge is going to be closed. the water is going to be covering up the approaches to that. as we look farther along ellis we see flooding down there. so close to ko road. also in the time check neighborhood boulevard we would see the potential pore flooding. this assumes there are no things that are able to keep the water back. assuming no sandbags or hesco barriers. and just because those precautions would be taking place. closer to downtown we do see that extending on the east side of the river. the river. up to sixth or 7th street. we've been talking a lot about the czech village as well as newbo. we see that pretty much encompassing all those areas. we can hope that will hold in those areas. we'll head farther downstream. prairie creek. prairie creek will back the jones park golf course. that extends off toward the west. eventually the impacts aren't quite as strong. we'll probably be approaching 6th street southwest. we'll back off to the east closer to highway 30. full expectation highway 30 will remain open

edgewood at 2.75 and brosche in kittanning county at 2.28 inches. independence had 2.25. vinton had 2.2. the list is on our website at cbs2iowa.com. here are the latest flood concerns and levels. shell rock river, to 2.2 feet. that is expected to crest around 20.6 feet. that is above the 2008 flood level. river levels in cedar falls on feet on saturday. and the crest in waterloo is at 22 feet on saturday. let's get into vinton. currently 11.2 the pick for crested to crest at 22.1 on sunday. there has been a little bit of misinformation. many folks in our own building -- the cedar river will be above flood stage on sunday but it is not expected to crest until monday. there's been some confusion about that. it will be above its 12 feet by early sunday expected to crest sometime monday afternoon or evening. that is the latest on the national weather service. currently at 9.8 feet. in the coca river -- maquoketa river in manchester, it should crest at 17.8 feet sometime tonight. and cedar rapids we have cloud cover. a little bit of sunshine. still light showers south of us. 7
