einstein. i want to commend my colleagues and their staff for their leadership, for their tireless efforts on this extremely important piece of legislation. as ranking member and former chairman of the homeland security and governmental affairs committee, mr. president, i have been following cybersecurity and this information-sharing proposal in particular literally for years. in fact, when senator feinstein first introduced an information-sharing bill in 2012, that was like two or three senates -- congresses ago, it was referred to the homeland security and governmental affairs on which i serve. this bill was ultimately followed into -- that bill was ultimately folded into a comprehensive cybersecurity bill that i had the honor of cosponsoring with senators joe lieberman and susan collins and jay rockefeller and senator feinstein. we were not able to pass that bill, but i think it's waived p- it's a paved the way for a number of others amendments that are going to be toferredz that bill. last

but we have something called einstein 1, einstein 2, and einstein 3. what do they mean? it means that we're going to use these tools. we're going to update and modernize those tools to, number one, record intrusions; number two, be able to detect bad stuff coming through into the federal government; and number three block it -- block t and we're going to make sure that it's not just something that is on a piece of paper but that they are actually we require the federal agencies, 100% of the federal agencies, not 50%, not 25%, 100% to use those new tools. we've also included in that legislation some legislation that senator johnson and i worked on that would make better -- ensure that we use tools, including encryptioning encrypte the number of processors we have available to us to better protect our information. and the last thing that i would mention, senator collins, who used to be a leader as the chair of the homeland security for years, she had an amendment -- she and others have worked on llings that wlegislation that wl of what we report out of the committee. toget

we can speed up adoption of einstein's abilities, which is 50% of the government. that was kind of the real reasoning behind that and to push it forward as fast as possible. the bill also requires certain best practices and leading practices, cyberhygiene. we try to put those in place and require that upon agencies. finely the bill, this was an amendment that was added at markup, a bill offered by senator colins and warner and marked up by senators mckcaskil and ayotte, giving dhs authority to direct better cybersecurity hygiene at other federal agencies. so this was something that was added at mark-up. so that was a big bill we pushed out in july. so moving to information sharing. the bill now -- well, in this past july, brought up, information sharing bill. it's the bill sponsored by senators feinstein and burr, and moved out of the intelligence committee. this bill, in short, would authorize organizations, companies, to share cyberthreat indicators with the federal government, which you only get liability protections for sharing of that information if you share
