norah. >> o'donnell: elise preston, thank you so much.the emergency declaration from president biden, fema is now coordinating the response in jackson. administrator deanne criswell is heading to mississippi tomorrow, and we spoke to her earlier and asked, what's being done by the federal government? >> our focus right now for fema is handling the immediate needs that jackson, mississippi, has. and right now, that's making sure that they have safe water to drink, and that we are bringing in the resources that can do some temporary repairs to restore the water pressure to the city. >> o'donnell: even with that water pressure coming back, residents are being told to shower with their mouth closed. in some cases, the water is brown, it's dirty. how can this be happening in a major city in america? >> it's an absolutely tragic situation that we find ourselves right in. how are we going to make sure that this doesn't happen again, and bring in the right resources, the right experts, that are going to define a plan to help repair this critical

elise preston in jackson, thank you. tonight, there are encouraging signs that the nation's baby formula shortage may finally be winding down. nearly 80% of powdered formula is now in stock, compared to less than 70% at the peak of the crisis in july. but, as cbs' meg oliver reports, many parents are still struggling to feed their children. >> reporter: yasmin thahir spends a lot of time and money on formula for her 10-month-old twins, summer and lujane. >> i'm having to carry them both and put them both in the stroller, wheel them into the store, hope that they have the formula and do that multiple times a day is really challenging. >> reporter: yasmin gets 14 cans of formula a month through wic, but still spends up to $250 out of pocket. are you having trouble finding formula because you're trying to feed twins? >> because of the shortage, each customer can get only two to forecans so i have to travel to multiple stores to be able to get what they need. >> reporter: more than half of u.s. formula goes to babies enrolle

cbs' elise preston is there. >> reporter: jericka, good evening to you.olice are not confirming if their large presence here on the ground or in the air is connected to that missing mother's abduction, but they do tell us that they are following all leads. meanwhile, the suspect is in jail charged with a specially aggravated kidnapping and tampering with evidence. a community is desperate for answers tonight after 34-year-old eliza fletcher was abducted while jogging early friday morning near the university of memphis. police sharing these photos with the public in hopes someone might help locate her. but according to police records obtained by cbs news, additional unreleased surveillance video shows the well-known teacher violently abducted. police say this man, cleotha abston, waited for the memphis mother to run by him before grabbing her and forcing her into his suv. investigators say they found her phone and sandals at the scene. cell records showed his phone in the area at the same time of fletcher's disappearance. her family pleading for her safe r
