i would not bet against larry ellison or the engineers he has put together who are the best and brightest all over the world, and i certainly would not bet against the sailing teams put together, so i really would not bet that we would not wind up having this for a number of years, each time having 1.5 billion or more jobs come to the city, but win or lose, there is another thing you need to consider -- the america's cup is the biggest sailing race in the world, but it is not the only sailing race. there are dozens of sailing races every year. if we build this venue -- it is a bit of a field of dreams moment -- if you build it, they will come to race here, and they will not come to race because it is such a natural our arena. nor because it is so beautiful, because it is in their own economic self-interest. they will come because sponsors will find them if it is held in san francisco because the media will show the races. we see that right now. we see that there -- i read an article how one of the team's -- either new zealand or russia -- have the funding for this coming race if it is in

ellison -- >> we are almost out of time. two more questions. >> the america's cup is an enormous undertaking. i know many people have tried and failed and left. what is the driving force and motivation for you to keep going and accomplish this almost impossible goal? >> there is a personal and to that, why i pursued the america's cup, and then there is the sense and responsibility i have toward the sailing community. turning this from an elitist event into a popular sporting event. i sail primarily with professional sailors. i sail on the professional circuit. i spend a lot of time with professional sailors. professional sailing is not as popular a sport as it could be, i think, because it has not done the right tv coverage, the boats we are sailing on are perhaps not as exciting to watch or sail, compared to somebody doing back flips off of a mogul. it is not an extreme sport, but we are trying to make it attractive. we want to attract young people, tv viewers. that would greatly benefit all the people who make their living

ellison: i thank the gentlelady for the time. i rise in opposition to this rule but in one way i'm thankful for it because it does help to go right to the heart of the matter, right to the thing that divides us most, on the one hand, republicans want to give tax cuts to the wealthiest americans and shrink government services, on the other hand, democrats want to have adequate funds to fund services that are necessary for the american people. and this rule, which i ask all members to oppose, the republican rule, tax cuts will no longer have to be paid for. they will -- don't have to be budget neutral. so tax cuts passed by the house can increase the deficit. also in the republican rule, increases to mandatory spending must be paid for by reducing spending somewhere else. therefore, if the house wanted to extend the child tax credit to minimum wage families, then the republican new rules would not allow this to be paid for by closing a corporate loophole. instead, they would have to be paid for by taking away from some other group
