the northeast embarcadero study does address these conditions. we strive to create a unique waterfront experience to enter new development respects the content established by historic buildings. to establish opprobrious feet skied guidelines to provide safe, attractive, and inviting sidewalks and pedestrian path, to insure strong connections to the waterfront, to enhance the open space network, and to establish guidelines for site design, massive reticulation. the following design principles represent fundamental principles of good design and urban planning. best practices from across country and around the world, and the professional judgment of staff. the first building along the embarcadero waterfront, one of the most memorable parts of any great waterfront is the manner in which the city meets the water. activity comes down to the water's edge. there is a seamless integration between urban life and the water. design principal two. we must respect san francisco's typography. typography is certainly a defining feature of san francisco and remai

we need -- we need the same thing for the inland side of the embarcadero. that would be the fabric that holds and nets the city together with the embarcadero and the day. in essence, what we have now is half of a well-dressed person, or a beautiful painting without a frame. we need to finish this. the study lays out the parameters for doing this. i recognize there is going to be a lot of controversy over some elements in that plan, the implementation of it. but that controversy should take place within the context of goals, objectives, and what we are going to try to achieve. it should not stop the process because of controversy over individual elements. in fact, i think it will allow us to better address these controversies if we have some differences. on behalf of our support, i thank you. i congratulate you for your achievements. we engage in collaborative partnerships with the part, using your money to achieve our objectives. this is such a good idea i wanted to be here and step in early so that when it is as successful as it will be the weekend it cred

we are pleased to submit comments supporting the northeast embarcadero study. these are guidelines for new development in the area. we are very pleased that the san francisco planning commission approved the study's recommendation at the hearing on july 8. we hope the port commission will do likewise and approve the study. it has many sound recommendations. the following are representative examples of what we see as useful comments. the sea wall should be developed and released from the growing limits. development should include neighborhood and city-serving uses on the ground floor. new development should provide the range of natural to poverty and surrounding communities. these developments should complement the character of historic districts, but also represent the best of contemporary architecture. the sand francisco bay and waterfront industry are a major contributor to commerce, recreation, and the environment. the blake -- the bay planning commission have supported this process for many decades. it is an important foundation on which the san francisco p

you are coming down the embarcadero, not and have an opportunity to come into the park proper. next to that is a multi-use recreation space. it could be a large soft tape. -- softscape. we will have to be creative about how we green that up and do not create loaded issues. there is a large main event speaks -- space that has opportunities for public art and sculpture that we will develop as the process goes forward. what we call the waterfront edge is an opportunity to think about how to occupy that waterfront edge in an exciting way. down at the bottom of the site, we discover in the process of designing the valley that we have this whole area of parke that we had before. we have an opportunity to create a piazza that could have vital commercial uses -- small cafes, bicycle rental, sandwich shops that can work in concert with the beltway building to create a kind of active space that is part of the experience of arriving in the city of san francisco

"dear commissioners, we would like to offer our support for the acceptance of the northeast embarcadero study. it reflects strong staff work and is implemented with -- if implemented, would significantly improve the public realm of sentences. if knowledge is the importance of the embarcadero to the city and includes design approaches so it enhances the city for everyone. most important, we believe these guidelines are consistent with the port's waterfront land use plan. we think it is essential if we continue to refer to the waterfront land use plan as the governing document for decisions about what lands. this planning process was started by citizen initiative and ultimately involved hundreds

this ground transportation area will eliminate much of the congestion on the embarcadero we now have at pier 35. these facilities will act more like an airport terminal. we have arrivals and departures. there will also be provision for opportunities to share revenue- generating uses at the facility. the project seeks to provide a functional cruise terminal, a ground transportation area, and a project plus up for a total development cost of $60 million with a fixed construction budget load of $38 million. this budget will not include funding for some elements which enhance the opera ability of the terminal and additional improvements of the plaza. these items will be identified in the master plan. there will be phased in as priority money permits. building on the information provided to the design bases, the design team developed to conceptual designs which are comparable in terms of functionality and security. schem a is a renovation of the pier 27 shed and includes the ground transportation area and a 2 acre northeast plaza. the early estimate of the construction is $38.50 million.

the study area had is that essentially from the embarcadero to octavia boulevard.rent repaving is scheduled from stewart to van ness. as a team, we determined octavia is a functional breaking point. the design of market street as it moves west changes that octavia. we want to be inclusive of that in our planning, even if the paving does not continue in that direction. i wanted to add, we acknowledge on the southern end of market street, there is a lot of overlap, in terms of project needs. we have included those three blocks to the south to make sure that we are being inclusive, from a transportation perspective. the three main goals of the project are making market street the signature sustainable street in san francisco and the bay area, creating a memorable identity, the ability to promenade in a vibrant public space. clearly, market street is a key corridor, so optimizing sustainability mobility modes is a party for all users of the street. economic development. insuring plans are coo with the market redevelopment efforts. we are trying to foster an economicall
