thank you supervisor engardio. supervisor mandelman. >> thank you madam clerk, and today i am introducing a ordinance to repeal chapter 12x of the administrative code, which i think everyone knows prohibit the city contracting with companies in states with restrictive lgbtq abortion and voting right laws and prohibit city funded travel to those states. i will start with backgrounds following the u.s. supreme court decision that recognized same sex couples to marry, a number of states enacted laws to discriminate against the lgbtq plus community. the board of surprisers responded october 2016 adopting 12x of the administrative code provided san francisco to boycot states. 12x has been expanded to include states with restrictive reproductive rights and voting right law jz san francisco has active boycots of 30 u.s. states. for the past 2 years i and my office have looked to the efficacy and cost associated with 12x. last october the budget legislative analyst released a report i requested that found poor compliance a
