. >> eric brooks, san francisco green party and our city. commissioner olague, the other commissioners will have heard this a couple of times already. i want to say in public for your benefit. another issue that organizers and i have worked with at that lafco worked on many years ago is to ensure that the future of communications and francisco becomes a public utility and not controlled as it is right now by comcast, at&t, and entities like that. the reason lafco got involved was because of the dubious attempt earthlink and google to take over wireless internet services in san francisco as a private monopoly, a duopoly thing. right now, we are doing a lot of work on community choice. as soon as that work gets done, based on what we are getting from the fcc, even under obama, we have moves by a very massive corporations to take control of the internet. advocates that have been working on that are pretty afraid that if we don't move soon to set up a public broadband system in san francisco that covers the entire city, we will get preempted fro

eric brooks, representing san francisco green party and the local grass roots organization, our city. it's really, really exciting to see this preliminary report because it shows exactly what advocates of rank choice voting have always said, which is that voter participation is higher during rank choice elections and you can -- if you're part of any given political cadre that wants to downplay that and make look like that's not the case, you can do what happened over the last year and go to the media with cherry picked numbers and make it look like participation is lower during rank choice and higher during a runoff but we're seeing from actual numbers that have been crurched that that's not true, and that rank choice voting, as we've always said, increases participation. and so that's really good to see. and i would say, as far as looking for more information, i think it would be good to compare where we can in rank choice elections where people did have more than three choices, compare the error rate between that and what we had. also, ballot styles could be very important. you know

. >> eric brooks representing the san francisco green party. i was very happy to hear supervisor cohen press the importance of community involvement. we see that it is not just fiscal decisions that are being made by these agencies, but a lot of structural decisions about how to build out these cities. there are huge ongoing issues with the current programs, especially with the bay view, hunters point. for the last few years, there has not been adequate community decision making in this project. we know and tire classes, sometimes entire ethnic groups, groups that have major environmental concerns have been left out of this process. two key points on that. one is just public medicine. there have been thousands that have made comments on environmental impact reports and other aspects of this project. every one should be notified of the oversight board meeting so that they know to show up. i have been one of those commenters.

. >> eric: case in point, brooks county, georgia, an unusually high number of absentee ballots were submitted in the democratic primary for the local school board. after they were counted, two candidates that were losing by a sizable margin to the incumbent had a reversal fortune. lynde tra truckman and one other went on to win the general election. later they were arrested and charged with stuffing the ballot box. ten others were arrested in the alleged scream. their trial is pending. >> to mississippi, naacp official was convicted on ten counts on fraudulently casting absentee ballots. her dna was found on the inner seal containing those ballots. she is currently serving a five-year prison term. >> daytona beach, during the 2010 primary, derek henry and his campaign manager illegally obtained absentee ballots during reelection campaign. they were caught because a large group of requests were sent online dues ago single e-mail address. after the arrests henry's lawyer was saying he was trying to help african-americans who didn't have internet access to vote. >> instead of being accused of a
