his name was lane evans. he was a marine veteran and a young legal aide attorney helping poor people in his home community, and it was viewed initially as kind of a suicide mission that he was not going to be able to win. but some of us decided that we were going to get involved in that campaign even though we weren't necessarily from his district, and gathering with people who supported him from his area, ran a campaign that elected the first democrat since the civil war from that area. a young man who impressed the people of his district with his incredible modesty, but also clarity. lane evans was so clear that represent was to the ordinary people of that section of western illinois to represent unions and veterans and poor people and to be their voice in the united states congress. it turned out to be one of the most important elections in my view in history. certainly in the history of the state of illinois. lane served for 25 years in the congress. again, this is a district that was considered a swing d

evan perez joins me now on this report. evan? >> this is something from interpol which told the a.p. yesterday that they have seen signs of people, jihadists, who wanted to join the fight with isis in syria trying to evade some of the security checks that have been built up in the last few months to try to stop the flow of fighters. instead of going through by air through the airport at istanbul, they take ferry ships from neighboring countries to try to get to turkey and then to syria from the northern syria border. this is obviously a very big concern for american officials. obviously they spent a lot of time trying to stop the flow by air and if they are trying to find ways around that, that's a very big problem. obviously there's also a second problem. a lot of these passenger ferries are carrying american tourists and you never know when these guys might turn their attention from just using this for transportation and perhaps carrying out attacks against westerners and against western tourists on those same ships. >> hang on

so what is the new timeline then, evan?rter: well, poppy, now we just have to wait for the grand jury to reconvene here on monday, and then we'll see where they go. they're in control of this now. we know they came here on friday. they listened to some final bits of evidence from prosecutors. and then they were set to begin deliberations. we don't know what form those deliberations took, whether they simply decided they needed to hear more, or whether they just had trouble coming to a final decision. and so we do know that they're planning to come back here. the original plan was for them to come back today. but they're in charge. and so they decided they didn't want to come back until monday. and so now everybody is just waiting. law enforcement which boosts all their resources here, they've put up all these new barriers to get ready for what they anticipate will be some protests and perhaps some disorder as well. >> so they could hear additional evidence possibly when they reconvene next on monday. i'm wondering, evan, do

evan? >> reporter: hey, good morning, fred.he grand jury that was here considering whether to indict officer darren wilson left the justice center here in st. louis county without reaching a decision last night. we don't know, at this point, whether they are coming back today, monday, or some other day next week, perhaps. we do know that the prosecutors here had a plan, which was that if the grand jury did not reach a decision last night, that they would come back today. what we don't know is whether that plan remains the case. whether they're sticking with that plan. you know, our entire cnn team, karen brown, my colleague in washington, we're all working our sources, trying to figure out what exactly is going to happen next. but we do know that the original plan, with the expectation that the grand jury would reach a decision last night, that did not happen. so now that means they have to continue their deliberations and we'll see when that happens. >> so, evan, just so people can kind of envision what this means, too, so ver

. >> stephen evans was outside the court.e outlined the case made by the prosecution for the death penalty. >> reporter: the prosecution was very, very adamant that this was homicide through gross negligence. in fact, murder. it had made the case that the dereliction of duty was so serious that it did amount to homicide, on two counts really. one, he was filmed abandoning the sinking ship he was in charge of. theoretically in charge of. should have been in charge of. while 30 people remained and drowned. and secondly, that he hadn't made sure that that cargo was secure. and so what happened was when the ship turned, some of the cargo moved and it started to list, and then turned over. so the prosecution had made a very, very forceful case. in 90 minutes of judgment, the judges said there was a serious dereliction of judgment on many counts, but that didn't amount to an intention to kill people. when that verdict, the not guilty to murder verdict was given to the court, there were shrieks of anger and anguish. so one person sh

our reporter evan perez begins the coverage.re learning more about the tension between federal and local authorities. >> reporter: all this violence has really exposed all the infighting that's been going on behind the scenes. not only among federal officials, there's tension between federal officials and local and state officials. you have all these jurisdictions for trying to secure this city. you have the feds, you have the st. louis county, you have the state, which is in control of the national guard. and what happens on monday night, there was a period where the police pulled back, if you remember where our stephanie elam was right on the scene. you saw the police pull back and almost cede the streets to some of the rioters. a lot of that is being looked at as to what caused that. you're hearing local officials who are complaining that, well, we tried it your way. there was a lot of criticism of how the police handled protests back in august, that it was too heavy handed. now you have local officials saying we tried it you

stand by that for that, evan.s after more than ten weeks of near daily protests. cnn's jake tapper has more on the fear and tension about what happens next. jake, what's the latest from your vantage point? >> reporter: wolf, we visited ferguson and the surrounding area today. we met a lot of people who were concerned about the verdict. we met people who were concerned about a possible violent reaction to the verdict. and we met people who were concerned about a possible police overreaction to the violence. a city on edge. it's cliche, but it seems almost too quiet here. boarded up shop windows line the streets of ferguson, missouri, as if a hurricane is he woulded here. here, a grand jury decision is about to be announced, determining the fate of officer darren wilson in the shooting death of unarmed black teenager mike brown. sporadic protests have continued here since august. there are those worried about whether justice will be served. and those worried that their livelihoods will be destroyed. >> we don't want
