our evan perez, cnn justice correspondent is now reporting despite what naacp officials said in the pressrence, evan is told that department of justice is still monitoring the situation but that there is no official department of justice investigation. again, the headline there, the department of justice monitoring the situation, shooting death of keith scott but there is no department of justice investigation at this time. if there's an active investigation, the department of justice won't come in unless it is asked to. attorney general loretta lynch thursday, remind ourselves what she said, she said the death of keith lamont scott in charlotte is under local investigation. we are, of course, aware of the tragic events that resulted in his death and department of justice and the fbi are currently monitoring. let's bring in the panel. laura coates, legal analyst, former federal prosecutor and assistant u.s. attorney, former ausa with the division of civil rights. and with me again, paul butler, law professor at georgetown university, former law professor. laura, what do you make of this.

first, our cnn's pamela brown and evan perez are working their sources and all the angles, including a hand-written note, found with the unexploded pressure cooker bomb here in new york. let's start with pamela brown. the suspect traveled to afghanistan and pakistan in recent years. how much do we know about those trips? >> so right now, anderson, investigators are scrutinizing his travels overseas, to see if he may have been radicalized while there. we have learned that in the last few years, he went to afghanistan, the country where he was born, and the taliban stronghold of pakistan. a longtime official said he married his wife in 2011 while in pakistan and returned to pakistan for an entire year from 2013 to 2014. the official says after that, or during his time, he filled out paperwork for his wife to come to the u.s. it was approved. he later contacted a new jersey congressman in 2014, saying he was having issues getting his wife to the u.s. she apparently had become pregnant and couldn't get her immigration visa until after she had the baby. we don't know, anderson, if she eve

. >> let's bring in evan perez. good morning. >> good morning.acing multiple federal charges in new york and new jersey including for using weapons of mass destruction and bombing of a public place. the criminal complaints are filed by prosecutors are offering new insight into just exactly how the alleged bomber carried out this weekend's attacks in addition to what may have motivated him and the potential for these bombings to have been a lot worse. federal investigators say this weekend's bombings were in the works for months. according to a criminal complaint, alleged bomber ahmad khan rahami bought the components for the explosives on ebay over the summer, including citric acid and circuit boards and shipped the materials to his workplace, then just days before the attacks a video shows rahami experimenting with explosives officials say, the video recovered from a family member's cellphone shows rahami igniting incendiary material in a container, then billowing smoke and laughter. the bo m that ultimately exploded saturday night in new york c

i want to go straight to our correspondent evan perez.'re getting new information from your source. what are you learning? >> reporter: investigators have found surveillance video from penn station that they believe showss the sopt arriving. he's seen carrying a backpack and two duff bags. investigators believe that he was carrying the pipe bombs later found in elizabeth, new jersey, in that backpack, and they believe that the duffel bags contained the pressure bomb. you remember one of the measure bombs exploded on 23rd street, about 2 1/2 hours after this. the other bomb was found unexploded. a car entered manhattan around 6:30 p.m. that night. so rahami was not in that car when it entered manhattan. investigators are working to see if there is any connection to the bombing plot. so the question is, was rahami in the car? investigators are trying to figure that out. >> evan perez, good reporting, thank you very much. more breaking news coming into "the situation room," we're continuing to follow the deadly train accident in new jersey t

evan perez is joining us live. we have been waiting for these notes.ve you learned. >> reporter: wolf, one of the remarkable things we have learned is the way in which the fbi approached and questioned the secretary of state about how much she knew about the handling of classified information, whether or not she was properly trained and how to deal with the stuff, how to properly dispose of it and frankly what to do when she finally left the state department with all the information that she had on this private server and repeatedly what you see in her answers from her 302 from the interview that was done with the fbi is that she doesn't recall ever being trained or ever being told how to handle this classified information and that's one of the things that really stands out here. i think we got a picture of that a little bit from the fbi director who said in his testimony to congress in july and august that he was surprised to find that mrs. clinton was -- seems to be ignorant about the rules that govern how to handle classified information. for someon

evan perez joins us now with more. >> we know a little bit more about what was contained in these rap belling notes described to us previously by law enforcement officials, in particular, the fact that he mentioned anwar awlaki. this is a notebook found on the suspect after he was arrested. they also found a bullet hole in this. they don't know if that was from a firefight with police officers before he was arrested but this adds a little more context to perhaps his inspiration. we've seen multiple terror attacks that were inspired by al awlaki, including the boston bombers. we know he also mentioned them in his writings. this is a key part of the investigation. the investigators want to make sure they understand what his motivations were. hope to talk to him today after he emerges from his surgeries. and they also want to try to track down his wife. we know she let the country, perhaps going back home to pakistan. they want to talk to officials there in pakistan and the united arab emirates where she may be right now to try to conduct an interview and understand what she may have kno

let's begin with cnn justice correspondent evan perez. >> reporter: chris and alisyn, he was unco-op poperative in hi first hours of capture. a note recovered by investigators contain handwritten ramblings that included information about the boston bombers. his wife left the u.s. a few days before the bombings. the fbi is working with authorities in the united arab emirates to question her about what she may know. law enforcement officials say that the suspect was seen on surveillance video near both locations hauling a duffle bag. now 27th street in manhattan, he was seen leaving the bag behind. two men then take the bag, but first they remove what turns out to be the pressure cooker bomb that did not explode. surveillance video along with fingerprints and records of cell phones that he bought were the key pieces of evidence that led to the arrest of the suspect. at this point investigators believe that he was a lone bomb maker, but they are still looking at whether or not he received help from others. local prosecutors in union county new jersey filed the first charges for attempte

i've got evan perez here with me here in new york. our justice correspondent -- can we first pause for a moment just to reflect on everything that's happened over the past 24 to 48 hours. this race that, thank goodness, didn't go off, the marine corps race raising money saturday morning. the fact that this one bomb that did go off in chelsea in downtown manhattan ended up in a dumpster, or else this would have been so much worse. >> a lot worse. incredible series of lucky breaks, frankly. the fact that that race started late meant people weren't standing near that garbage can, witnessing, waiting for runners to go by, and nobody got hurt when that blast went off. there were three bombs in that garbage can. only one of them detonated. that was another stroke of luck. then you have saturday night in chelsea, the bomb that did explode on 23rd street, it happened to be underneath -- pardon partially underneath a metal dumpster so the dumpster took a lot of the hit. 29 people were injured, but luckily not any serious injuries simply becaus

the fbi released a statement and evan perez has it. what did the fbi say regarding that incident?ey're putting clarity as to what happened back in 2014 when the suspect was arrested as part of a domestic violence situation, an altercation among the family including which he stabbed one of the brothers, there's been a misunderstanding as to whether or not the father reported his son as a terrorist which apparently he made statements. the fbi says -- we have a statement from the fbi they said "in august, 2014, the fbi took a statement based on comments made by his father after a domestic dispute reported to authorities. the fbi conducted internal database reviews, interagency checks and multiple interviews none of which revealed ties to terrorism." i think one of the issues here, brooke, is the question of whether or not the fbi could have done something back in 2014 when this incident occurred. the father was hurt at the time by neighbors to say something to the effect of my son is a terrorist, he was concerned at the time his son was hanging out with criminal elements. he recanted

they want to know where he got the know-how to make these bombs. >> evan pÉrez reporting.ou very much. bringing in our team of terrorism experts. phil mudd. tom fuentes. analyst paul crook shank and law enforcement analyst paul horace. tell us about the sophistication of these bombs, how he potentially could have built these devices. >> wolf, the fact that hmtd was in the pressure cooker devices is very significant indeed as evan was saying. that was used as a detonating explosive in the london bombings, which al qaeda carried out. al qaeda was also going to use that as detonators in a huge transatlantic airline plot in 2006. it's not impossible to make it by downloading instructions off the internet but there are very few cases in which islamist terrorists in the west over the last decade have managed to do this without getting training overseas. it's pretty tricky to make. it's very unstable. you tend to need some experimentation. this could be a big clue for investigators as they are investigating possible connections overseas. this is an individual who travelled to afg

. >> let's go to our justice correspondent, evan perez. e-mails between secretary clinton and secretary powell. what do they show? >> well, first of all, this is an e-mail that goes, as you mentioned, back in 2009 after secretary clinton just took office and she's asking for advice from colin powell as to how he dealt with officials records and how he was able to hang on to -- she was looking to hang on to her blackberry. if you remember at this time president obama had to get a special one made by the nsa so he could use a blackberry in office. that's what she was trying to get out. so she asked colin powell for his advice. we have a piece of his response there. basically he says if you use blackberry there is a real danger that it becomes a public record. he goes on to say that he took measures to try to make sure that any e-mails he had, any conversations he had with people outside the state department, that that didn't become public record or at the bottom of the e-mail it says, i got around it all by not saying much and not using syst

our justice correspondent evan pÉrez is joining us. van, first of all, what more is known about these two men? >> wolf, the remarkable thing about this is the nypd is trying to make it clear that these men are not suspected of being any part of this whatsoever. it looks like what they've done is scoured as much as they can any kind of connections and found no reason to believe that these men are connected to rahami. what i am told, however, from looking at the surveillance cameras right in front of this business where this bomb was placed is a surreal scene of people who essentially step over this bag containing a bomb for minutes, for frankly for about an hour, people stepping around it. party-goers. ordinary people going about their lives on a saturday night in new york city. it's a wonder that this thing did not go off. i asked chief waters of the nypd counter-terrorism division today just about that. and he said these people are very, very lucky, wolf. >> what more are you hearing about the contents of this journal that was found an

cnn's evan pÉrez is on this story. evan, the u.s. attorney's office issued subpoenas.e, they want to see all the records of these purported text messages. they've issued a subpoena for anthony wiener to produce phone records and other records in order to see whether these allegations have any merit. again, at this point, as wiener has pointed out in his statement, his public statement, he believes this is a hoax. so now the fbi and the new york police -- new york city police department are conducting their own investigations to see whether or not that is true. the u.s. attorney now here in manhattan has issued the subpoena to take a look at those records of the phone and any other devices that he may have been using to communicate with this person. again, the allegation is simply that this is a 15-year-old high school girl, purportedly, who was exchanging these messages with anthony wiener. so now this has drawn the attention of the u.s. attorney here in manhattan and the fbi as well as the new york city police department. >> thank you so much. >>> this is a key state

as we get justice correspondent evan perez back, take a look at video.o in showing police officers going around to the trash cans. it's hard to see here but on the corners searching trash cans with flashlights. >> as richard quest first reported, going from looking under cars, not only in trash cans but under cars. i think it's important to point out because they said there was no connection here. if there isn't indeed a connection, means two people planted bombs close to new york city and new jersey but out of all of this, 29 people are injured. that's a heck of a lot of people and as we learned from the press conference one person in serious condition right now from a puncture wound from what one would assume is from shrapnel or something from the bomb. said the bomb placed outside, exploded outside on the street at the initial location they're looking at in, nothing exploded at other. one location, 23rd and 6th is the initial location where the bomb explode outside of this facility for the blind. >> exactly. in a largely residential area. ton of high

. >> and that's what we want to get to evan perez. evan, you are getting this information as well. what do you know about this second device? >> reporter: that's right, don, at this point, the authorities there in new york are looking at a possible, still very preliminary information here, a possible device down on 27th street. we're seeing this a lot this afternoon after what happened in seaside park, new jersey, there's a lot of concern about possible copycats or perhaps since the person who was behind the new jersey bomb that was found has not been arrested or detained yet, you know, there's concern that that person would be at large and trying to do other things. so what we're getting is a lot of reports now, from frankly up and down the east coast, there was something of a report of a possibility explosion in charlottesville which turned out to be luckily be just a transformer that went bad, the local power company in virginia reported that. so that calmed the fears there in that area. in new york, we're getting a lot of these calls, suspicious devices, so at this point we kno

different device, one, pipe bomb, the other, pressure cookers involved from our own reporting from evan perez and shimone, they're both reporting from their sources that the commonal the ties ther involve cell phones as detonating devices. how do you assess these? is there a common thread? >> i think it's going to take more commonalities to start linking every event to one group of individual, yes, the cell phones may be involved. the fact that the same date was picked, yesterday, but you know, we're going to have to wait and see more information about the way it was wired. the type of material, the powder, the packaging. there's a lot more that goes into these devices than the fact they may have each had a cell phone to wire it up. the other information that's important here is what's on that phone. are the phones, were they purchased at the same location or same company or type? do they have information on them? that will be important as well. >> the fbi calling the minnesota attack a potential act of terrorism. the new jersey and new york governors both classifying the ek ploegss as acts o

that comes from justice correspondent evan perez, who says he's just not cooperating. with them right now, that's bringing some trouble. making a lot of extra work for authorities as they try to find out exactly who he's been talking to, if anybody concerning this plan that he had. >> so these were -- this plot involved different types of weapons, bombs, multiple crime scenes. how are law enforcement people able to connect these crime scenes over two states? >> they found a fingerprint on the unexploded pressure cooker bomb, the one on 27th street. that helped lead them to rahami. but it's interesting because you have two kinds of explosive devices here, two pressure cooker devices, one that exploded, one that did not. then the pipe bomb in new jersey, they exploded when the police sent a robot there. this raises the possibility of some sort of training. it's difficult to make two kinds of bombs correctly that work to have weapons as well. they don't know that he had contact with a group, that's one reason they had that line of inquiry, it showed a certain level of exp

both evan perez and i have been making calls on this all day. fbi within the last hour or so took the lead on this case and are treating this right now as a terrorist attack. there are two things here we are really fortunate about. the race started really late. there was no race. it never started because of the registration issue and because the other two pipe bombs did not go off. there are two things we are lucky about. they were somehow tethered together. one official said they were wired. others were not clear how they were sort of put together. they are all on a timer set to go off at the time runners will go past the location. it was a significant race for the marines. the fbi is looking at this saying, is someone targeting the marines and this is why they placed it there. there are a lot of things still going on that people are trying to figure out. specifically, they want to make sure people are no longer in danger. it seems that's the case. they rendered the devices all in one garbage can and did what they do, what bomb technicians do t

evan perez is with me.ou've been on this since the news broke, since the bomb exploded this weekend. the focus is rahami's wife and coming back to the united states. what do we know about her travels? >> we know that now federal authorities have finally figured out where she was and they've talked to her, she's back in the united states, she returned yesterday, she was transiting through the united arab emirates, poppy, when they -- the fbi contacted'm ratty authorities and had her basically brought if for an interview. she told them she had no idea what was happening, she had no idea about this attack, the planning for plot. >> it just happened to be she was out of the country? >> she left on a pre-planned trip and the fbi believes her. they think she bought tickets way in advance and she wouldn't have known. she was scheduled to be coming back at the time he was doing this so she's back here and they say she's cooperating with them and they expect that this is going to continue. >> but who is not cooperat

before we get to evan perez, i want julia and matthew to look at this. this is their expertise. what they do. as we looked, we saw the percussion explosion, the reverberation. as you looked at this, first to juliette. you're looking at this wired device what does that say to you about who may have done this, how it was done, the sophistication and how it was all put together. >> to repeat, what evan already reported, this device is is where in between, you know, some explosive device that people put together in their kitchen and an ied. it's not unsophisticated but it's not something 2458d narrow down for me the pool of people who could make this. all right. it's going to be a large group of people still. so without physical evidence, pictures, as i was saying earlier, is there evidence on the bodies of those now in jail -- in the hospitals in terms of shrapnel. all of those will have to be investigated. so unfortunately, this does not -- this image alone tells me this is two things. this is purposeful. the these things don't just get made. there is some discussion of writing. o

let me now bring in evan perez, our justice corporate, who's been on this since the get go, beginning with the news that we now have on -- this is an afternoon family. it's not incriminating to go back home to afghanistan in and of itself, but what are authorities looking into? >> well, now they're trying to go back to those trips he made to afghanistan. he traveled multiple times, made multiple trips to visit family in afghanistan. at the time, obviously, it looked innocuous. it's a common thing for an immigrant family to do. each time he came back he was questioned by authorities, which is part of the routine practice of border agents here in the united states. they did not find anything wrong at all. nothing -- no flags were raised at all. you know, as you know, they have hundreds of young men who are attracted to isis or following supporters of different terrorist groups and are speaking out online, doing things on social media. he was not one of these people. he did not arouse any kind of suspicion he might be radicalizing. now the big question for the fbi is putting that picture

to evan perez we go, our justice correspondent. what changed? >> you know, i think these lawmaker came back from their very long summer vacation and came in for briefings from law enforcement, from intelligence officials this past week. i know that several of them have been sitting in these briefings, getting the latest information from the fbi, from homeland security and the intelligence community. the picture that they are getting is that there is near certainty that russian intelligence was behind the fact -- the hacks a against the democratic party organization, including the dnc. you know there's been a lot of activity, including against some think tanks and even against reporters for "the new york times." all of this tied in to russian intelligence activity. in addition, what they heard from the briefers is that those hacks that we've been reporting on against the election registration websites in illinois and arizona and some other states, they now firmly believe, the fbi, investigators that are doing this, believe that this is also the w
