evan? >> that's right. from a couple of different sources, at least at this point, the investigation is not believed to be linked to terrorism. the shootings are not believed to be linked to terrorism. at least there's no indications so far of that yet. so obviously this is a very early stage in the investigation. the fbi has taken over this case and because it is two military facilities it becomes a federal crime scene, that the fbi is now in charge of leading the investigation. but at this point, there's no belief that terrorism is part of this. we talked about the different threats that military facilities have received. one of the questions that authorities have to solve, were there any threats aimed at these two military facilities, the two offices that the shooter targeted today, whether there's any indication that they made at the officers in the past that's the question now. we know from previous incidents like this there's usually something. somebody has some kind of beef and the government is not

we have barbara starr and evan perez standing by. victor blackwell is at we have those crime scenes right now. give us the latest. victor blackwell, are you hearing me okay? >> reporter: so here on the scene we're starting to begin to see the beginning of this investigation. people have described end less builts and shots, pow pow pow. it only took a few seconds at each location. now the federal investigation has begun to bloom as people try to figure out why this happened today. a gunman opens fire on u.s. military personnel killing four marines, wounding several others including a police officer. >> we have four individuals who were killed who are victims. we know that the shooting was killed at the scene as well. also one chattanooga police officers was shot in the ankle and has been treated very well at erlanger as well as there were some other individuals who were shot and have also been treated. >> reporter: shortly before 11:00, the shooter droup up to a recruiting center in chattanooga, where he pulled out a weapon and opened

is that right, evan? >> that's right, pamela. the jordanian government has confirmed he did travel there last year and that is actually going to be one of the focuses of the investigation for the fbi here. they want to know who was he associating with was there anybody that perhaps would raise concerns perhaps anybody who is connected to known terrorist organizations who might have influenced what happened yesterday. very significant from that press conference from ed reinhold the special agent in charge there in response to the speculation from the homeland security chairman in the house who said that he believed this was isis inspired. he said that's a possibility he's looking into but he also said at this time we have no indication that this was inspired or directed by anyone other than by this gunman. significantly, also he mentioned that there were possible charges that might be coming from this. there might be a prosecution. and that is the part of the investigation that is focused on the weapons. as you mentioned, two long

back with me now, cnn's evan evan perez stuart kaplan a former f.b.i. agent. does it sound like they were making any progress in this investigation? >> oh, absolutely. i think what they're doing is they're being very careful. there's a lot of information that they have to get from elsewhere. they are certainly talking to intelligence agencies. anybody who he was communicating with before this event today. that's going to be key to try to determine what was his motivation, what was his state of mind. obviously, nothing yet has jumped out at them. there is nothing clear that he's connected to isis or some other terrorist group that would make this easier to solve. so now this is harder work for them. the suspect is dead. so now they have to try to divide what he was trying to do. it's not clear that he left any kind of manifesto or anything like that. one little bit that i thought was interesting in the press conference is the f.b.i. is not releasing information about the weapons. police know that he used an ak-47 style gun. that that was the rifle that he used

and joining me now, nbc news terrorism analyst evan koleman. so evan, let me start with you, on this reporting from pete williams, the idea this might be foreign inspired. we have that initial declaration in tennessee saying domestic terrorism. now maybe foreign inspired. does that change the understanding of what happened. >> it was an unusual turn to begin with. domestic terrorism. what is he referring to? a white prem sift group? or an act of an individual who has never left the united states or has not been outside the united states for a while and was doing this of his own accord? wasn't clear. if this is something, isis or al qaeda inspired, yeah. the idea of being radicalized online. there was no warning. this person wasn't in contact with anyone overseas or part of a terrorist group. but it is important to say we don't know what his motivation was. we only know what his name is. if you look at the material online that has been ascribed to him, there is nothing specifically in there that says i want to carry out jihad. it merely says tha

so i'm going to turn now to evan perez again. evan, just set the stage for us. van jones, as well.re all leaving prison on the same day, is that right? >> that's right. the plan is for these people to be set free, people who as the president mentioned received much stiffer sentences than if he were if they would be sentenced for the same offenses thousand. and the president has gotten this reputation of being a bit stingy with pardons, but on commutations, you see that he's it turning that around in part because the administration has changed the way prosecutors are treating some lower level what are considered lower level drug offenses. so the justice department encouraged lawyers and defendants to apply for commutations because these are people who again, her to be sentenced now would be getting much less time some were getting lifetime prison sentences, some of them were 100 years or more for crack offenses that today would be just a few years. >> van, you've been passionate about this issue. tell me why this is so significant and the mandatory minimum minimums. as evan pointed

want to bring in evan perez. evan, you have more, new information on this investigation. >> well, john, one of the things that is really on the minds of investigators is to try to determine what the state of mind of the shooter was, and we know for instance that his family has said that he was religious, but wasn't terribly devout. so the question is what happened? what happened in the last few months, perhaps in the last few weeks even, and we know from police reports that he was arrested in april for driving while intoxicated, and according to the police report, he was driving erratically, acting lethargic, and spurring his speech. you mentioned some of that. he smelled of marijuana and alcohol. that doesn't fit the picture of what we have seen in some of these attacks before. you see people who are typically very religiously devout and alcohol is definitely not something they would be touching anytime recently. so that adds to the puzzle really that the fbi is trying to resolve. another thing that is being act

evan perez is getting more information. what are you learning?that abdulazeez was killed at the second shooting location the navy training center. he was killed by a chootattanooga police officer. >> he didn't commit suicide? >> reporter: the shooting began at the recruiting center about five miles away. he rammed the gate at the second location which is the naval training center. and that's where a chattanooga police officer managed to kill him -- shoot and kill him before he managed to do more damage. one of the questions is why this happened. that's what the fbi is focusing on. also was there something missed? was there a reason why they did not have their eyes on him? we're told he was not in the fbi's databases of people that they were investigating, that they suspect might be supporters of isis or might be looking into doing something on behalf of isis. he did not show up on any of the databases. he was not on their radar as far as that is concerned. because of that they don't necessarily at this point have any proof that this shooting was

evan perez is justice correspondent. also is the fbi former assistant director and law enforcement analyst tom fuentes. good to see both of you. evan, you first, who is this gunman's father? why is it the fbi is interested in him? >> his name the youssuf and he came up in a couple fbi investigations, was one in the 1990s, his name came up in a broader terrorism financing investigation. it was opened and closed, no charges were brought, no wrongdoing was alleged. after 9/11, again, his name came up in another terrorism financing investigation relating to money he was sending to what he believed was the charity and which the fbi thought was actual money going to terrorism. again, they opened the investigation, they looked into it and closed the case without bringing charges against him. it's important to add that important context. because the fbi doesn't -- there's no indication the fbi -- that the fbi believes the father knew about what was about to happen yesterday or that it had anything to do with the attacks that his
