by thanking the community of the city college of san francisco, beginning with the students, the faculty, and all of the san franciscans who benefit from this amazing institution. for almost 80 years the college has been an institution that in many respects represents, embodies what san francisco is about. for the past 78 years, city college of san francisco has been crucial to the economic and social development of san francisco and has been widely acknowledged not only to be a san francisco institution, but to be one of the best community colleges not just in the state, but in the country. city college, in my view -- and i say this as someone who is an immigrant who came to this country in search of the american dream -- city college is making it possible for the american dream to remain alive for thousands and thousands of san franciscans. and it is for that reason that we are here today. today's special meeting of the neighborhood services and safety committee is devoted to the very important issue of bringing our community voice back to city college. we will vote on a resolution tha

students with a student-to-faculty ratio of 18 to 1. and they differ in both their organizational features that i mentioned earlier, housing, dining, physical size of campus, percent of students in frats and organizations like that as well as in cultural features including what we might call their or institutional ethos. so eastern is one of the most prestigious institutions of higher education in the world while western is known for its faculty's research, it's also known to be a party school. it's a place where students know that they can enjoy a recreational atmosphere. now, to find interviewees for the study, i began with clubs and other groups that posted on the internet for both of these campuses. so in 2008 just before and after the presidential election -- i note here this is before the emergence of the tea party -- i interviewed leaders and members of each campus' college republicans, pro-life groups, columnists for the conservative newspapers as well as conservative columnists for the mainstream newspapers on campus, anti-gun

my name is lee levitt and i'm a council and faculty member at city college and [speaker not understood]. as the last speaker said, the priorities are not only skewed, but the policies that are being implemented especially by the board of trustees are illegal. consider this. if lawyer i ellison wanted to shut out people from management, he could do that. but our administration ~ [speaker not understood] who makes a six-figure salary from public money decide that had they could lock the doors yesterday to the main building on campus at ocean campus. (applause) >>> where students show up to enroll for classes. they show up to see my counseling colleagues for support. they show up to pay their bills. so, essentially, he is shooting us in the foot. he meaning the collective administration is defeating the purposes of sustaining city college. my other point is i have students from different -- we have two different departments and from child development where we primarily train the vast majority of early childhood workers in san francisco, yet they have to do a lot of perpetual development.

in the fall, a group of faculty, many of us tried to enroll in classes out of one particular meeting, 20 people tried to enroll, probably five faculty members were successful in signing up for a class. there is something wrong with that. i want to also tell you, and i think many of you don't know this, but i realize that students who owe money are not allowed to withdraw from the class. they're blocked from withdrawing from the class. one person said, that's extortion. and i think they've got a good point. the truth is they can go down to admissions and records, but nobody tells them that on the -- on their banner registration screen. we have to be open and transparent. i've been bullied and threatened by this administration, but what is far, far more worse is what happened yesterday. it is unexcusable. i'm daniel halpert, esl faculty, city college. the special trustee has sabotaged our college in all kinds of ways. but i am here today to talk about his crimes against enrollment. first, in the spring of 2013, no course schedules were mailed out to the residents of san francisco in stark contrast to what has been a tradition for many years, thus reinforcing the misconception that we are closed or closing. second, in the summer of 2013 faculty members discovered over 200 boxes of course schedules sitting around in ocean campus and were unable to get dr. ar dwell a to tell us what he he intended to do with them. so, we took matters into our own hands ~ and started to hand out course schedules, fliers, information about enrollment and courses all over the city because in an ongoing outreach effort -- (applause) >>> which continues and many thanks to all the teachers, students, and other community members who are doing this in our unpaid free time because the administration is not doing it. third, last semester and this semester, the

most critical we believe is that the school must begin to keep a current registry of all student, faculty and staff cars in order to accurately understand their affiliate impact and most importantly to enforce the existing policy that prevents dorm students and freshmen from bringing cars to campus. this policy is currently completely voluntary and unenforced. and we believe this population contributes significantly to the parking and traffic problem ~. although we understand that keeping a registry isn't easy, many other schools with tdm programs such as stanford, loyola, mira mottctionverctiontion, university of portland and georgetown university keep such a registry so he we know it's possible. ~ our letter describes five additional measures detailed on pages 2 and 3 of our letter which we believe our feasible and reasonable to undertake. the imp outlines imminent plans to build a new dormitory which is supposed to alleviate the parking and traffic by providing on campus residency to students currently living on campus and who may use cars to commute to school. until the school starts
