supervisor farrell. supervisor farrell: thank you, supervisor, and thank you to everyone who came out today on both sides of the aisle. obviously a contentious issue. to say my piece about it now, i do have a lot of issues with how this has been implemented, and things that are probably unintended consequences. some people came up and spoke about going to a restaurant to pay 3% or 4% or 5% fee, and understand now that it is not necessarily going to health care. i think that should drive everyone nuts. the fact that there are potentially incentives or disincentives to reimburse people -- it does bother me a great deal. i am move by the notion of leveling the playing field in the employer community -- i am moved. but whatever industry they may be on -- despite whatever industry they may be on. those things bother me a ton. where i come out right now is i think there are -- i have also been, however, hearing a lot of consequences here, and the loss of jobs in this economy is certainly a bellwether for me. i

supervisor farrell: how much is left in terms of hours locked off? where are we going to be with these main ones? >> if these audits are approved, we have about 300 hours left in the bank for the next six months of the year. if these were approved, we estimated they would take about 2000 hours. that would leave 1600 hours remaining, which should be sufficient to take on another project. the motion that goes with this hearing does set a priority. it has been the practice of the board to reset those parties as time goes by. there has always been a tremendous flexibility in terms of the audit program and revising it as we go. supervisor farrell: and to be clear, this is not full fiscal year. >> we are talking about through december. supervisor farrell: at what point are we going to come forward with the next six months of the fiscal year? >> a new work plan will be -- it would begin in january. that would be the time. supervisor farrell: we will be hearing that later this year, i would imagine. >> that is correct. as i said, we still have availability i

supervisor farrell: thank you. first, i am introducing legislation to amend our public campaign financing code. in we approved a provision that under circumstances caps would get lifted if additional funds appeared in canada it racist. arizona had eight similar law. -- had a similar law. the supreme court struck down that financing law. today, we have a public campaign financing law on the books and we have a decision to make. we can either do what the ethics commission did yesterday and proactively amend the law or we can wait for a plaintiff to sue. to me it is a no-brainer, especially when we just approved a $290,000 supplement to plaintiffs in a similar situation the other year. i do not want to waste additional taxpayer funds. this will amend our public financing code to bring it into line with the u.s. supreme court decision. it will allow financing campaign caps to continue to get raised above initial caps, but does not allow further public financing dollars to be allocated beyond the initial cap. i understa
