it does not have to deal with the fcc directly. governor brown in california assigned -- making sure that internet protocols would remain free from regulation. that was a bipartisan group coming together saying we want to have an ovation and we want to incentivize investment in that next -- an ovation and we want to incentivize assessment and the next generation. >> joining our conversation is one of our guest reporters. >> let us talk a bit more about communication. you were just mentioning -- do you think in a few years tech companies will be competitive with cable companies in wire line access? >> i think so. there has been an increased amount of competition. last year alone, $66 billion of infrastructure investments -- that is a substantial amount. especially in the current economic climate. i cannot believe they would not make eight investment if they did not think it was a competitive marketplace. -- a investment if they did not think it was a competitive marketplace. the rules of the road are going to be -- they wanted the r

-- the way the fcc does business. i want to get your further thoughts on that and also get you to reflect on your first few months on the federal communications commission. >> guest: well, thank you for the question, and thanks again for having me. it's a privilege to be on the show. at carnegie mellon, one of the things i tried to identify was ways the sec could -- fcc could establish a communications technology to really be a leader in job creation and economic growth. it historically has been one of the most dynamic parts of the economy, but in recent years if you look at statistics from the labor department, job growth and economic growth has slowed. i identified three basic areas where i thought the fcc could do more with respect to the ict sector. number one, it was more internal. the fcc should act at the same pace as the industry that it regulates. one of the things i've heard from a number of companies is that the fcc has sometimes not acted with much alacrity with respect to issues that are pending before th

the fcc fining authority is bigger than was mentioned. we can actually impose $16,000 per violation. that means per call. we could impose a $16,000 fine and we, in fact, have done that in our most recent action. the more common fund which would impose is not that high. it is the one we would impose when there is aggravating factors. we are using the authority we have as aggressively as we have in terms of finding people but i think we need to be retooling and looking at the other tools we have in the communications act to address the problem as well. >> along those lines, under the telemarketing sales rule, we can go into federal court and get orders to shut down businesses. sometimes that takes a while so we are looking at ways to get into court faster so weakened get into a judge almost immediately and say we need in order to get these calls stopped and have the calls stopped going to the network. i can announce today that we have set up a honeypot, a significant number of phone numbers from all over the country that come into our honey

fcc?so, and i'm sorry i don't have a graphic to put up on the screen in front of you, but i do have some complaints volume to report to you. in 2010, let me just say at the outset if you go to the sec's website and you want to file a complaint with us about robocalls, there are a variety of forms that are available there for you. i think they're self-explanatory , that he would choose from depending on the particular type of problem you've experienced and it's collated and looking at those different kinds of complaints that has enabled us to pull together the types of statistics to give you. but across sort of complaints involving prerecorded calls to residential line, prerecorded calls to business clients come to prerecorded calls to cell phones and text messages to cell phones, and calendar year 2010, we had about 50,000 complaints across this for topical areas. you can see the growth in the figures i'm about to give you. in 2011, 36,000 complaints across those areas and the sirens went

you can get agencies registering with the fcc saying, i wish to be qualified to make these calls under the following sets of rules. they will get credentials letting them have a telephone network if they are qualified. they can be revoked if they violate the laws or regulations. >> once you can identify that you can think of bonding and other techniques that we have. both on the public and private side. you can imagine you have your own faltering type of service that a third-party providers. -- filtering service. conform to the agreed upon codes of conduct, i as a consumer can decide which ones i want to do. it is much easier for what i signed up for these type of services. that is what i often do. with the school district, you often sign up ahead of time. you can implicitly at those despite mechanical things happening in the background even without government intervention, there might be ways to facilitate such wide listing as long as the party split along and as long as you have trust will authentication. >> this is a question we received from two different people. could you elaborat
