pai: the key is the fcc leadership. you have to be able to keep chiseling away and making the case publicly and internally. publicly i think the record speaks for itself. we pushed hardware we thought the science and engineering was behind us. we created a guard band separating gps with the l-operations. dod failed to comply and now they're getting it through the congress and the fcc. one of the biggest travesties to me was the c-band. we studied it very carefully. we auctioned off the largest spectrum in american history. generating $93 billion for the u.s. treasury. a lot of prime spectrum to benefit the consumer and after-the-fact the faa comes in and says, well, even though it is several hundred megahertz away, it is going to interfere with commercial aviation. planes are going to fall out of the sky, notwithstanding france and japan already used the spectrum and you do not see flights collapsing. it is unfortunate on this issue the official who was most prominent in making the case was not the fcc or even the white

they did not seek the fcc's permission on that. that is something they did separately in that matter. >> is the fcc not investigating these actions at all? >> the role is to investigate many things in the catal markets. we do not speak to specific investigatio but we do on a relar basis examined for compliance with eir rules. we examine them on a regular basis on whether they e following their own rules as put out to public comment. >> are you examining their process and their compliance with their own rules? >> we regularly amine because there is such an important part of the capil markets. we exine them. we examine them annually i think. part of our division of examination has a whole unit that examines on a regular basis. >> i don't know whether this question relates to you or both. the investors have asked for the aggregated dited share as account for the mm tland for the blue sheet data. they want to ascertain whether than shares were subject to counterfeit. has the ffc analyzed it for any potential fraud or ongdoing? >> we se

the fcc adopted this rule in 2000. within a decade loopholes emerged in this operation and empirical research suggested that some executives to pursued company stock while they had nonpublic information. in december of 2012 more than a decade ago the cii submitted a rule-making position requesting of minutes to the rule to close loopholes and enhanced disclosures of these plans. the petition with the casilla and opposed to a technologist for plans have a legitimate purpose a call to a specific safeguard plan should be publicly disclosed and adopted when an executive is not in -- the policy states they should be a ban on. for these three months following the adoption of trading plans and such plan should not be substantially modified thereafter. the final rule adopted many of our op it and many of their members and other market participants believe that the rule benefits investors by better protecting them from misuse of plans and by enhancing public confidence in corporate management and the fairness of the capitol mar

and if you set aside the auhority of the fcc ? >> i think the opportunity to expand the contribution base in a way that actually will reflect the modern connectivity landscape requires us to expand that is to include the big tech internet companies. we do know that the dominant internet big tech companies now have market capitalization in the axis of $9 trillion. if we want to have a universal service fund that is a fundamentally reformed and capable of doing its work, ensuring we can provide operational expenses to expand and upgrade and repair networks, it is time for those dominant companies to fairly and reasonably be part of the solution set. you are not at the table. >> tre have been proposals to assess contributions paid for by broadband providers based on revenue generated from broadband serviceare based on the number of subscribers o connections provided, but what challeng do you see there and i will give you a chance to respond to that, dr. wallsten. but what challenges are there? >> the inclusion of broadband services i

my question to you is have you had direct interface with the fcc about that? a lot of these issuers are interacting with regulators as they try to sort out these filings whether or not they will be approved. have regulators had questions for you? >> we do not comment on our interactions with regulators, whether we had them or what transpires, but i can say is in the public record is if those who are interested take a look at the s-1 filings and the amendments to those filings, that have been filed with the fcc, you will see evermore content, evermore disclosure around the manner in which we calculate the indexes to the proposed products. i think from that you can infer the type of disclosures that issuers feel the market need for a public market product. some of which have been driven by suggestions from regulators. matt: it will be great to get some time with you, we appreciate the context, talking about the possibility of an etf and the pricing climate in the industry. a ceo discusses regulatory the bitcoin landscape and revelatory outlook. kailey: that feed

i want to thank you all for joining the fcc at this alerting security workshop.eally want to thank our friends at cisa for cohos this -- cohosting this event. in fact, this is not the first time that we have joined forces. it was just a few weeks ago. we were here, cisa and the fcc in this same room for a round table on the risks associated with border gateway protocol. and i think you can tell together we really do know how to have a good time. today's workshop is about enhancing the cybersecurity of the nation's two national public alert warning systems. and that's the emergency alert system or eif, which distributes alerts over television and radio and the wireless emergency alert system that we call wea, which sends alerts over your mobile phone. now, these two alerting systems have different histories, but they are both fundamentally about the same thing, they help safeguard lives and property. so let me just share some numbers that help illustrate the scope and scale of their importance. last year, there were over 6200 alerts and over 950 ip based eas alert

they have some of the pieces that the fcc has. but it is not single. you need a broader union across the region. >> let's go to a little bit of sound that we heard from the speech just speaking in the last couple of minutes. this call for paradigm in the integration. >> it is so far that this the conditions for the capitol market in europe has not been satisfied. think about my railroad example. we have lacked a unifying project around which capitol markets union can be anchored. but this is not changing. the second reason is that we have relied on the bottom-up approach to integration. this solution, in my view, has to drama dramatically change. >> there was reference to the fcc in the u.s. she also called for a sing market watchdog. >> it is time to use that shift approach and to move from the bottom-up approach to a top- down one. many people are not going to like it. and it it will require the courage from the leadership and the unity that you called for, president. even though the u.s. capitol market is divided up organically, but having appropria

in that 1985 the fcc south terminated the doctrine allowing an open world with regard to equal time. in your opinion how does that affect the country going forward see now on cable news and network tv. >> a great question. one of the interesting things is the fcc starts to pull back to the deregulation was not just about markets. deregulating the rules. the fcc at the end of the 1930s and the 1940s imposed a friday of programming behavior in the fairness doctrine issues of public importance emphasizes that. things likehi a full-time for different candidates running for office and to one candidate at a certain way you had to give the same time the same rate to anothero candidate. this commercialized public sphere so i would argue broadcasting ushers in the commercialized public sphere where their expectations and that there should be some discourse so people can be more informed. those ultimately start to disappear thanks to -- he's not going to enforce them. he says i'm not really paying attention to this and ultimately the time he makes a serious move sson that congress, bipartisan

at the time cable was a highly regulated medium and per fcc it could not compete with television and, even enter some of the top television across the country. so they overwhelmingly just extended the reach of broadcasting into areas that couldn't get the signal perhaps because of terrain or they were in rural areas far away from a city. and so they extended the reach of broadcasting initially and didn't actually offer alternative programing to compete against network television. this began to change, richard nixon, because viewed cable television as a politico weapon to undermine the power of network television and to also advance a free market policy agenda. in doing so, nixon changed the political and structure of cable television, helping to shape its development as a disruptive media medium designed to tear down media gatekeeping with market forces. and so this is the media environment that gerald ford inherited. and in his efforts to restore integrity to the presidency, he actually advanced these two components of richard nixon's media politics. his show style and his cable agen

the fcc announced today they want to put new restrictions on cable and satellite providers. >> noah,they become reality. >> the news toetdz is the head of the fcc wants to put a new rule in place, get the process going that cable or satellite companies can no longer charge you a cancellation fee and you can cancel the day you call up or you do online. part of this big onslaught against what we call junk fees across these different sectors, the fcc doing their part, if you remember back earlier this year, president biden talked about combatting a lot of these fees. congress, this is a very popular thing across the united states, congress can't get a lot done, you have to go through the rule-making process, the timing, rule-making is slow, going through different steps, late 2024, before any of this will actually take place. >> okay. that's done by like the executive branch, right -- >> so it's the fcc is an independent agency, but the biden administration trying to tackle these little fees >>> a warning with a social media account, texas woman said she watched helplessly a hacker took

airways, which is why cable television, unlike the old broadcast networks, has never been subject to fcc jurisdiction. the fcc doesn't have jurisdiction but does have jurisdiction over nbc, abc, cbs, because they were founded as over the airwaves broadcasters and her struggle treated that way with the government, even though, when you watch those channels at home, they are arriving on your cable system through your cable. so the man who wants to control the government, and then wants the government to come down hard on msnbc, has no idea that the government has no jurisdiction over cable news networks in any way, or anything else on cable tv, which is why you get to hear all that profanity on hbo. i, for one, have always found it difficult to take threats from the stupidest man in the world seriously. i didn't take it seriously when he began attacking me and me alone in the news media in 2011, when i and i alone in the news media called him a liar for every word he said about president obama's birth certificate at that time. and i did not just criticize donald trump. i criticized the peo
