what is fdot saying about the s rush? amanda: actually, the gridlock -- breaking news that literally just happens behind us, the gridlock here looks like it was getting better tonight, but, just on the other side of this suv is another blue suv that just broke down. so now, we are seeing some gridlock, some back up here because the car is blocking one of the key turn lanes. the big newsflash out here is that a spokesman for fdot just told me that that section of 17-92 here in maitland near park avenue. there is only a 50% chance that it will be back open by tomorrow morning' s rush hour. the work started last thursday nights and rather day friday, drivers were slowed to a crawl as they struggled to navigate 17-92 here in maitland near park avenue. the southbound lanes are shut reconstructed underneath the railroad bridge. fdot tells me, workers have found more muck under the roadbed than anticipated and removing it has slowed them down. as a result they give their hope of re-opening the road by their original goal of 6:00

that's where fdot is investigating to make sure this bridge is safe. the big questions this morning is why are cars still going over the top of the bridge if safety is a concern? at 3:00 a.m. the driver of this car was going extremely fast when he crashed in the support pillars under the overpass of brian dairy road. they shutdown this area because they have to make sure the overpass is safe enough to carry the tons of weight that it carries over top as well as the area under the bottom to make sure everybody is safe there. as we mentioned i called, texted and e-mailed the sergeants on this case to find out what is being done and why there are cars still going over top. i'm sarah hollenbeck 10 news wtsp. >>> the presidential primary race is heating up in florida. you can start casting your ballots in person early today. 10 news reporter emerald morrow is joining us live in tampa. early voting gives you flexibility. there is a chance your vote won't count. >> reporter: that's right. here's why. if you look at this sample ballot the very first name on th

fdot is proposing that with the tampa bay express lanes. the toll lanes would zip by traffic along i-4, i-75 and i- 275 from hillsborough to polk and pinellas county. today fdot laid out its plans to polk transportation planning organization. not everyone is pleased. people against the plan showed up saying the new lanes will destroy the homes. they say fdot should shift its focus to light rail. >> 50 years from now when these roads are at capacity, what are they going to do? what are their options? >> fdot said it hasn't ruled out light rail and is leaving room for that option in the future. express lanes are in the planning phase. plans to begin construction in 2020. showing all of the express lanes and what it means for your commute. >>> governor rick scott is touring the area to assess the damage caused by a tornado that hit yesterday afternoon. 34 homes were damaged. 11 of those houses completely destroyed. a second tornado also hit that area causing damage to signs, a bank and trees. the cleanup is now underway. >>> which language did

fdot hopes to begin design and construction in 2020. in tampa jeannie dean 10 news wtsp. >> we have coverage of the express lanes and we want to make sure you know how they'll improve your commute. road warrior hilary zalla shows you where they'll be. >> this map by fdot shows the express lane system. on i-75 the lane will start around gandy bridge travel avenue. on i-4 it would go from the downtown interchange in tampa to polk parkway in lakeland. for i-75 it would start at sun city center boulevard and go up to bruce b. downs boulevard. the idea is to give you the option to avoid heavy traffic. for instance, during peek rush hour i-275 in hillsborough 4 usually takes around 30 minutes. if you use the express lane you could knock the time down to 15 minutes. here's another one. along i-4 from polk parkway in lakeland to i-75 in tampa, usually during rush hour it takes 21 minutes. if there is an accident it can be 40 minutes. the express lanes it knocks that down to 15 minutes. i posted more drive times and comparisons at wtsp.com. clic

the reason for this, after a month of delays, the fdot is doing this over the weekend. the closers started tonight, and as we found out, so did their frustrations. after 7:00, the signs went up , southbound lanes of 17-92 in maitland close starting at park avenue from now until monday. just minutes later, this was the result. [car horns] >> it is going to be terrible. it is going to be a mess. >> i did not know they were going to close it. chris: for those that did not know, they will bottleneck at the park avenue detour. many did not know about that closure, including a tractor-trailer. >> sometimes it sets up this way. pat: -- chris: they had to remove a concrete slab under the bridge to lower the road nearly a foot hitting this bridge >>. >>we work as quickly as we can and as hard as we can all the way through the weekend. chris: to avoid the line of traffic at park avenue and get around the closed stretch of 17-92, take maitland to i-4 and then lee road. you can take lake avenue to wymore road. this will put you back on 17-92. business is on the other side of the br

. >> reporter: we talked to fdot officials and the contractors on this project and both of them tell me the same thing over and over today and that is this is all about safety. both for the drivers here in the workers but today you can see, there are no records -- workers here. there is nobody walking along the highway, the only people you might see our maintenance workers and people investigating the crash. this is the red dump drug that backed over marvin franklin yesterday. the 34-year-old died after being with sgl constructors for about one month. 49-year-old morales was driving the dump truck when he accidentally backed over franklin. sgl constructors gave the family condolences over the phone. they decided to temporally stop time to grade and managers time to investigate. the incident only -- only happen in a staging area near maintenance a week reached out to bosses that fdot to find out why all 21 miles at a stop work. >> wise the entire project shutdown? >> that was the determination that the joint venture made. as far as the florida department stamford, safety is important
