in february of this year, the new height control plan was added to the maximum height control plan. this first appeared in the revised draft in february, and then again was published a few days ago in april, and it shows up on page 178. i do not believe the public has had the opportunity to read through all of these recently added documents as i chose to do. but i am saying here, this new edition chose a plan that is not on the previously, it is a controlled plan, requiring significantly lower building heights for all of the buildings for the purpose of preventing interference with the marine tracking radar used by the u.s. coast guard vessels called v.t.c. this appears to have been initiated by the u.s. coast guard and its concerns are addressed directly by them in there, the letter -- in their comment letter. the maximum proposed heights allow for significantly taller buildings than those suggested. the text explains these newly added control plans as inconclusive and intentionally vague and it does not explain the true implications. the heights require in consult the station plan

we started this process back in the fall, and the exercise series really kicked off in february. it had every level of government and was really unique. has not been done to many times where we have local government, regional representation, public and private, state local government, health and emergency management. and the federal east coast, headquarters level. it created a very interesting discussion. even a focus on topics, it was a good discussion. they took the findings that we rose at local level and use that to and form an interagency exercise in washington d.c. that we attended a represented san francisco at this meeting. headquarters level people in the same room talking to these issues. and a very interesting. i will share some of the lessons as i see them. earlier this week, it is a bit of a blur because we went to the sea for 24 hours. they actually had a senior officials exercise. now we are getting up and to white house national security staff and assistance and undersecretary level. this was the full gamut of levels in the government. we have local. the state cou

hearing in february. this is the latest list by at&t even though we are dealing with t-mobile about 55 new antennas they are going to install and this is in "the chronicle "of may 1 to increase network coverage and capacity. what it feels like here is that the cell companies are choosing how many antennas they want to install and it is not up to the city. and they suggest what they want and that is what happens. this is an industrial commercial installation and people use the rooftops for entertainment or viewing the blue angels or fleet week or having barbeques in san francisco. it seems that the antenna companies feel that slapping a sign on the door to the roof that says you might be close to radiational levels is going to prevent people from being affected by these, but i don't believe that's the case. most fires are caused by cigarette butts and this building will have a battery belt around the stairwell building as was pointed out. a lot of the batteries at least on two of them will be ignited from
