and for what i can say what's happening to the fillmore, what happened to the fillmore, i suggested to, like, supervisor mercorini a few years ago, just like we were speaking to sam jordan's a few minutes ago, the fillmore can be considered a historic district. all the facts proves the best way you deal with areas like the fillmore and even bayview hunter's point is take it to the people. we had joint meetings, even the human rights commission came out, we spoke on serious issues and then we had hearings here about drugs. but the follow through and follow-up i think is what pushes people to the limit and sometime our conversations get lost because people feel disappointed because they don't see things coming forward. i stay in king garvey, i've been there 30-something years, with the support of you, supervisor olague, that rehab plant was not good for king harvey you have doorknobs falling off, you have gates that don't work, you have a $37 million contract that citibank forced seniors to sign off. now redevelopment is not here, nobody knows who is responsible, we're in the fourth quar

you want to make a difference on fillmore street? when you walk up the street to marcus garvey and martin luther king, those are families that own and will always be there forever and ever. you tell those folks, hey, we're going to make sure the commercial people, not the vbd, not the merchants, we're going to make sure they live up to their responsibility. they are supposed to make sure the doors are open for people to come in and do a lot of events and things. picture this if you would, instead of busses coming in at 5:00, what if you create the traffic there. they are right now in a serious crisis but it's just a block away. everybody is looking for foot traffic. everybody is looking for an opportunity to do things, bring people from somewhere, all you have to do is walk up the street and say for the next 30 days we're going to make sure there's a terrible outrageous discount so you folks can participate because they don't participate. the foot traffic is right there so you change the name, that's like going to fillmore and golden

in fact this garage is to be built one inch fromo i$ñ 124-128 fillmore street a pre1899 flat that isibration of the noise from the large electrical motor is something to be considered in building so close to another house with a brick foundation. the second major problem with this elevator project besides the structuralx is that such a project is not consistent with the current transportation and planning policies ofpolicies city of san francisco. this neighborhood where the proposed project is planned is part of the octavia market rto residential transit orientation. even contemplate having a garage through the structure of their historic houses and no house or apartment building in this area is required to offer parking. curb cuts and graves are now discouraged and living streets -- such as germaneia street. the proposed placement of new garage must take into account any negative events on existing dwelling units on the ground floor and in the case of this garage the effect on second and third floor. basically san francisco, we changed our attitude. i believe in this -- of the city

in this vacuum in japan town, there was the fillmore district with african americans and a variety of other people and they moved into the community. and then japanese americans get out of camp and they come back to their neighborhood that has been populated and made into a different life and different world and what happens when those two communities overlap and intersect? whose place is it, whose home is it? who is an american? how do we sort of coexist in this post war period where the people from that community are by and large marginalized, yet you have this whole kind of other thing happening where it's -- the war has been won, this is like new things, television is happening, advertising, this whole advertising thing is happening. so you have these marginalized peoples and what happens, is it possible to develop a kind of at that moment a cross-cultural community? is it possible to have kind of a multi cultural community that emerged from that moment? and so, in particular, that's what i wanted to explore. and part of the back drop is there was this extraordinary jazz scene hap

there is also named neighborhood commercial districts such as the castro and ncd, upper fillmore ncd and the polk street. rezoning properties along divisadero street from n c-2 to a newly created named commercial district called the divisadero street ncd. for the most part, the new divisadero street ncd maintains the n c-2 zoning controls, however, there are some notable changes. the ordinance removes the minimum parking controls and replaces them with maximum parking controls. it allows the 5 foot height bonus for active ground floor uses and 40 x zoning or height districts. it allows bars, restaurants, limited restaurants, movie theaters, other entertainment, philanthropyic administrative services and trade shops on the second floor of buildings with no prior residential use. the ordinance also removes the divisadero street alcohol restricted use district, but maintains the prohibition on liquor stores in the new ncd, the street would have a named ncd. this restricted use district is no longer necessary because you can just outright prohibit liquor stores. staff's recommendation is
