goals of this program are to, in general, better align city practices with citywide policy goals and more specifically, we have an opportunity for the first time ever to harmonize ceqa with our city's 40-year-old transit first policy. by transit first, that policy includes not only transit, but pedestrians, and bicycles, all modes, other than the single-occupant vehicles. this also presents an opportunity to integrate impact fees with the ceqa process. believe it or not in san francisco and most places in the state, when developers or a project sponsor pays an impact fee, there are no ceqa benefits associated with that impact fee. it's almost like the two things live in different universes. i'll explain more of that later. it's part of an ongoing evident from our office and the planning department to attempt to streamline ceqa review. it can take sometimes, add years to a project approval which makes many new development projects in feasible or extremely difficult to finance. >> and then finally, this presents an extraordinary opportunity to fund a high efficiency transportation improvements that results in measurable mitigations on a cit

taxicabs, in addition to car sharing, or a critical component for having a true transit first city. people need to know that they can get a taxi cab when they need it and that the cap is going to get them where they need to in an efficient and safe manner. we have many, many great taxicabs and a cab drivers in the city, but we need it to be better. taxicab service is not adequate to meet demand, and, in fact, i believe there is a hidden demand of people that if they believed they could get a taxi cab when they needed it would probably get rid of their car tomorrow. people actually do not believe that now, and too many people have had too many terrible experiences when they simply cannot get a taxi cab when they need it, and they do not think of doing it anymore. last year, i submitted a resolution that the board passed unanimously that indicated that the board has a unanimous belief that the taxicab service is inadequate. i believe that when the taxi cabs were merged into the mta, at least for a while, taxicab's overshadowed muni, and muni is the 800 pound gorilla in the agency, but

we will be the first to be our right to civil counsel city.the impact of this legislation cannot be underestimated. there is no shortage of circumstances in civil proceedings to which you are not entitled to counsel that demand counsel. you can get counsel for minor shoplifting offenses that involve nothing more than a minimum fine. you can get sent back to a country where you can confront persecution and possible death without having the constitutional right to counsel. similarly, you can be kicked out of your home or denied custody of your child. of dire consequences without the right to counsel. i applaud the rules committee for taking up this matter and we will be urging the full board to adopt the ordinance. once we are finished with a pilot project, we will have a better sense of what we are dealing with. it will underscore the dire need for the legislation, and hopefully we will be able to sustain it in a measurable way that will be true to the right to counsel and honor san francisco as the progressive city, and the first to be right t
