we announced the city of san francisco, the first city to oppose pipa and sopa. [applause] thank you. we started a dialogue with other cities who had blindly signed on to those things, not knowing what they were about. now we have a conversation going that we cannot use the excuse that just because we are trying to end piracy that we curtail innovation. coming from san francisco, it means a lot to the city. i took advantage of our staff. i went to the president of the u.s. conference of mayors and said, "since we are innovating in san francisco, why not allow us an audience with the rest of the mayors across the country? could we create a task force?" they said absolutely. i get to head the task force for the u.s. congress of mayors. when you innovate, and i talk to you about what you are doing, and get to present those on an annual basis to the rest of the mayors. if you are going to win tonight, that is the list i am going to start working from. i will then give you a national audience, so that if, by chance, your innovation would not only have the attraction of

better, and from our position, the agency that is charged with implementing and realizing the city transit first policy, i think supervisor stated very well -- i think supervisor wiener stated very well, having a good tax in service. we should have a good tourist destination based on the geography and density of our city. we should have excellent, world- class tax and service anyway, but the fact that we are endeavoring to be a transit first city where people do not feel the need to or desire to use or own their own cars, we need to have the transit, and cycling and walking rethink can cover a significant number of trips in san francisco, but there will always be a place for an automobile, times where the other modes of transportation will not meet the needs, and taxing services is one of the main ways we can fill that gap, so while there are many both perhaps inside and outside the mta that might prefer that taxing services were not brought into the mta a few years back, i think it makes all of the sense in the world that it is there because it is absolutely part of realizing transit first, and

we were the first city to that with reference to women. [applause] i don't think there is any of the municipality anywhere in this country that ever matched what we did it in terms of trying to inspire women to become full participants in the pursuit of justice and equality. i am just delighted to present this award. all of you who have been responsible, i am delighted that it will go on my wall. my daughter susan -- somebody thinks i am the man of the year. [applause] >> we have one more quick presentation. before we do, a couple of people mentioned the past women's summit. a lot of women lead that an audience. there are others. if we could just ask you to stand up, because we want to recognize you for the work you did and the history you created. thank you. [applause] >> and we have something else for mayor brown. i'm really happy to present him one of our awards today. for all those years he has been working on the death star. he has done all of the things to support us, and we especially want to give him this award for being the first

future of the city in reducing cars, we made it our own goal to reduce our own city fleet and begin with that commitment first. so we did it, we did it with everybody's cooperation, m.t.a., city administrator as well as our purchaser to create that green car showcase. but we also realize there are many parts of the city as david mentioned that don't have ready access to public garages. so it was for us a challenge but one that we were very enthusiastic to try to pilot with city car share, and that is to get it into our most congested residential areas, like russian hill and the area. so this is one of at least five spots that are happening and in fact around this area we're going to begin here first because we have a lot of residential support for this as well. and i look forward to the other six spots that we have already identified, have been under planning discussions with our city administrator, with our m.t.a., bring in a neighborhood where i live in glen park and also bay view, also dog patch, those areas as well as the outer sunset and inner sunset. those areas as well where we can really benefit from

goals of this program are to, in general, better align city practices with citywide policy goals and more specifically, we have an opportunity for the first time ever to harmonize ceqa with our city's 40-year-old transit first policy. by transit first, that policy includes not only transit, but pedestrians, and bicycles, all modes, other than the single-occupant vehicles. this also presents an opportunity to integrate impact fees with the ceqa process. believe it or not in san francisco and most places in the state, when developers or a project sponsor pays an impact fee, there are no ceqa benefits associated with that impact fee. it's almost like the two things live in different universes. i'll explain more of that later. it's part of an ongoing evident from our office and the planning department to attempt to streamline ceqa review. it can take sometimes, add years to a project approval which makes many new development projects in feasible or extremely difficult to finance. >> and then finally, this presents an extraordinary opportunity to fund a high efficiency transportation improvements that results in measurable mitigations on a cit

the country to make growing pot in large warehouses legal. >> last night, oakland becoming the first city to authorize industrial-scale farms to grow medical marijuana... >> montgomery: oakland's idea was to auction off four licenses for massive indoor grow facilities to supply the state's medical marijuana dispensaries, the first official experiment with industrial-scale pot production in the country. ( applause ) oakland city officials were feeling pretty confident about the plan. in october, at the opening of the we grow marijuana superstore, the main candidates for mayor were running hard on the economics of pot production. >> people often ask me how much taxes do we get currently? under the current system, we're getting just under a million dollars in taxes... sales tax for the medical marijuana. but when the production facilities come online, we're estimating, in the first few years, $5 million to $8 million. now, that is a sizable chunk of change. >> was the city council in the city of oakland perhaps dazzled by the great riches that were going to come our way? absolutely. they tal

taxicabs, in addition to car sharing, or a critical component for having a true transit first city. people need to know that they can get a taxi cab when they need it and that the cap is going to get them where they need to in an efficient and safe manner. we have many, many great taxicabs and a cab drivers in the city, but we need it to be better. taxicab service is not adequate to meet demand, and, in fact, i believe there is a hidden demand of people that if they believed they could get a taxi cab when they needed it would probably get rid of their car tomorrow. people actually do not believe that now, and too many people have had too many terrible experiences when they simply cannot get a taxi cab when they need it, and they do not think of doing it anymore. last year, i submitted a resolution that the board passed unanimously that indicated that the board has a unanimous belief that the taxicab service is inadequate. i believe that when the taxi cabs were merged into the mta, at least for a while, taxicab's overshadowed muni, and muni is the 800 pound gorilla in the agency, but

we are, not only in name, a transit-first city. we also want to make sure that, if we are to accomplish that goal that we set out some years ago with my predecessor gavin newsom, a board that we all agreed to, every agency in this city, that we are going to reduce our emissions in our city by 2020 below the levels and be a leader in the rest of the world and keep our status as the greenest city in north america wears -- we're going to have to work that much harder and be very focused and dedicated and i want so much to do that for this city, because we want to be and continue to be the leadership of bicycles and alternative travel on our streets. i want to thank our dutch friends for being here, for having invited ed and board president david chiu and so many other leaders to host their way at the look other cities in the netherlands have been increasing bicycle opportunities for everyone to participate. the last time i was in amsterdam was in 1969, council general, and it was in high school where our high school choir was blessed

first amendment freedom of speech. while many of us on the board disagree with a final ruling the supreme court had decided, it does impact the public financing program we have put together in this city and county of san francisco. i want to acknowledge that a supervisor farrell and supervisor elsbernd where the first to bring this to the attention of the board. i do want to make sure we spend some time working with community groups and those who work together to put together the first city public financing program and our ethics commission to put together something that was a little more comprehensive. the second item is an initiative ordinance to get the balance -- to the ballot on june of 2008. both measures are similar and i can go over the brief differences between the two, but in case we are not able to pass this through the board, because this program is so important to many of my colleagues who want to ensure there is another mechanism that we can make these changes to the public financing program if we are not able to do it as an ordinance. briefly, i want to acknowledge that john is here from the ethics commission. since october, we have had this measure go through the ethi

we will be the first to be our right to civil counsel city.the impact of this legislation cannot be underestimated. there is no shortage of circumstances in civil proceedings to which you are not entitled to counsel that demand counsel. you can get counsel for minor shoplifting offenses that involve nothing more than a minimum fine. you can get sent back to a country where you can confront persecution and possible death without having the constitutional right to counsel. similarly, you can be kicked out of your home or denied custody of your child. of dire consequences without the right to counsel. i applaud the rules committee for taking up this matter and we will be urging the full board to adopt the ordinance. once we are finished with a pilot project, we will have a better sense of what we are dealing with. it will underscore the dire need for the legislation, and hopefully we will be able to sustain it in a measurable way that will be true to the right to counsel and honor san francisco as the progressive city, and the first to be right t

city. perhaps the first in america, certainly in san francisco. i have tapped the talent jane to my right, who has been working in the department of technology. he has been the leader in open data government efforts in our city. i would like him to now come into the mayor's office and be the point person for us to declare that we want that innovation in the heart of the mayor's office and helping the departments figure out how they can use innovation and how they can be connected with nonprofits like code for america, to get not only their data, but even their business practices more efficient and transparent. he is our chief innovation officer for the city. he will be working alongside me in making sure the mayor's office, working with the board of supervisors, has at its helm, with the proper authority, a corporate visibility, leadership in making sure innovation is a part of everything we do, both in leading the departments and our efforts to innovate ourselves out of the many challenges forthcoming. i think we need an innovation that the mayor

if you will be the first city in the united states that has directly addressed, as a municipal matter the deprivation that the people are experiencing in the courts on a daily basis. i know you are all lawyers, those of us in court see these people like a late-night movie wandering the halls trying to figure out the water -- the order. how can i maintain a relationship with my child, how can i get evidence of spousal abuse? what is admissible? are my papers in good order for the clerk's office? these stories would bring tears to a stone. this statute is not only aspirational, but it is practical. i think evaluation is crucial. it is a real program and it should be critically evaluated. this statute lives in a moment because i have not seen the bar. not only here in the city, but nationwide. i have not seen them on their hind legs defending the court because of the representation of the courts. it is also historic. why would we dare to even think of doing this? because this is san francisco, and you had tony bennett on the steps. this is a special city, and your predecessors and you ha

we talk about being a transit first city, but everyone has had the experience of sitting in gridlock,aiting for the bus, trying to hail that tab, walking on pedestrian sidewalks that are not particularly safe. as a city, we need to do more to invest in the first-class transportation system. >> what are some of the biggest issues facing your district? >> in addition to the local economy that impacts the merchant corridors, to many vacant storefronts, transit issues, in every neighborhood we're having a real conversation about how we change, whether we should preserve aspects of the important characters of our neighborhood or think about building new things. there is also a real discussion we're having in many neighborhoods about affordability. i hear from too many tenants in the process of being evicted, homeowners being foreclosed on. we need to think about how all of us can continue to live in a city where the whole world wants to be. >> it is a great place to be. >> it is a great place to be. how do you balance the needs of your district versus the needs of the city as a whole? >> i
