and expeditionary strike group 3 in supporting fleet week. clearly filling in for admiral roughhead i'm going to have to elevate my comments and move to a little bit different level. the department of defense is very comprehensively represented here at fleet week this year, more so than ever before. we have a representative from the assistant secretary of defense for homeland defense and american security affairs in the audience and they were here in august when we did our exercise with the city. fema is well represented and we have several defense coordinating officers here over the past couple of days. certainly the california national guard is represented heavily here. obviously they are going to be the first guys to respond to a disaster and they have several interesting roles not only from a state perspective but as they get federalized or with the dual status commander managing federal response and federal authorities of military authorities flowing in. and most significantly, we're represented today with the commander of northern comma

fleet.many battleships to it was the fourth largest navy in the world. and churchill was very worried that if france was conquered, then hitler would see these the french fleet. and the arithmetic was if you put the german fleet, which was considerable. they had the bismarck coming along, together with the italian fleet which was an ally of the germans and at a considerable fleet in the mediterranean, if you then put that together with the french fleet which was the fourth largest fleet in the world, now you have a navy that was larger than the british fleet. and if that happened, it's a game set and match for britain. they couldn't have controlled the sea lanes to the island. it was going to be over. so churchill implored him to keep fighting because he was worried about the french battleships. but the french army was totally in disarray. very overwhelmingly conquered, and a certain element in france decided it was better to try to come to an agreement if it was the germans about how they c

in that conversation we started talking about the internationals a special agent of fleet week. secretary perry actually suggested that we extend invitations to people from around the world that they might benefit from the discussions that we're having. admiral roughhead suggested that his friends from chile had an experience down in their part of the world with an earthquake and thought it would be a good idea for us to hear about the operations that the chilean navy had undertaken for helping out their citizens. we have a panel here today, we actually have two panels we're going to roll through. one is stories from the field, if you will, people's experiences in working in international environments to help promote humanitarian missions. fleet week got involved with a humanitarian mission back in october in the earthquake in van, turkey. there's a heavy kurdish in san francisco and the ... better recover from their event and how to better prepare in the future from the katz traufk event that had taken place would not occur. we got a phone call at the fleet week association to

i would like to start out with a brief history of blue and gold fleet. blue and gold has been a port tenants when the found ore deer recognized the opportunity that existed to operate excursions and cruises. the first set sail from peer 39 and blue and gold expanded into the community computer service in 1931 the service started after the lulla competer earthquake in 1939 and was the beginning of the resurgence in 87. and the service started in 86 when marine world moved to value lay hough when the services conceived it was thought that the traffic would be from -- the unanticipated service was a healthy commuter market with passengers commuting to their jobs in san francisco. blue and gold acquired most of the crawllies red and white fleet which included the alcatraz service and ang gel island and sauce leet toe [spelling?] and in addition, to the peer 41 the marine terminal at pier 41 was part of the acas i say and in 2,007 the blue and gold receive the iso31 in service and the safety management service was certified by the america bureau of service an

so, i was confident that no one was going to challenge the fleet that we were sending there. this -- and in fact, they did not challenge it even before our two carrier battle ships arrived in taiwan, the crisis was over and the maneuvers had been subsided. this positive result was possible because of the military capability of our navy and because both carrier battle groups were battle ready and able to steam towards their destination in less than 24 hours. so, why were we able to respond so effectively? certainly one important reason, because the technology in our ships was the best in the world. the results are true, that the training and the spirit of our sailors was superb. and we had absolutely first-class leadership in the navy. you will hear later today from admiral gary some examples of just how impressive that leadership is. the operational readiness of the fleet was a result, first of all, of having bases all around the world. but secondly because the strong program of exercise we conducted. the exercises were not only conducted on military scenarios, but we had an

that's part of our fleet response plan and the fleet response training plan supports it. but it's difficult. if we are going to sustain this beyond let's say the remainder of this year, we need to look at the industrial base, the repair industrial base, we need to look at our training processes, and we need to measure the tempo of our people. >> that's-- >> that's my number one concern. the individual tempo. >> speaking of that, what is the long-term impact of longer deployments on sailors and equipment? >> on equipment it will wear earlier, especially if you don't maintain it right. just overall, if you figure a ship will last, say, 50 years, there's a certain element or a certain assumed operational tempo in that. if you're going to use it more, then it won't last as long. we need to take that into account. nuclear fuel, the beauty of nuclear aircraft carriers is the uranium fuel. if you burn more of the fuel, then you'll have to refuel sooner. >> it's a gas tank. >> effectively. >> it's just a lot of gas in a tiny bit of space. >> when i mentioned industrial base, that

we have one of the oldest fleets in the country. and rehabing some of these 60-foot coaches is not the answer, it is not a long-term solution for the residents of san francisco. for the last decade and a half, the residents of san francisco have been riding on equipment that they do not deserve and one of the most beautiful metropolitan cities in the country and you talk out of this beautiful room and building and you walk to the streets and see the equipment that the residents and visitors of san francisco is riding on, it is almost shameful and it needs to be addressed in a big way and all of the plans up there for the future of the railway, none of them include rest room facilitis for our members and our operators, we have over 50 locations that have no rest rooms and a lot of this funding should be addressing those issues as well. because, once again, you could put together all of these plans, in a blueprint, but if you don't have the equipment and you don't have the operators to move the residents, the riders and the visitors o

and the first thing that popped in our mind was fleet week because we've been working with fleet week for a number of years and the focus has been on humanitarian relief. so we made a phone call and we talked to lewis. and i gotta say, if there's one guy in this room that is the unsung hero of fleet week, it's lewis. he doesn't get a lot of recognition but he spends 16 hours a day this time of year working on fleet week and we went to him (applause) -- when we went to him with this admittedly somewhat crazy idea, we said, we want to partner with you and by that i mean i want you it raise some money. and he didn't even blink. he said, well, how much do you need and we calculated it out. really in the world of corporate america, not that much. in the world of government, even less. and he said, yeah, we can do that. let me make some phone calls. a couple of days later, he said, all right, i got a couple commitments. let's put a team together. it was myself, diana, lewis, val valesky, i'm sorry, it's been a long week already and some people from public works. we want a couple engineers,
