in the country by persuading polls that matter are the ones in swing states like michigan wisconsin pennsylvania and florida. now each of these states were broken down by precinct. so you can see there are 22000 persuadable voters in this precinct. and if we targeted enough persuadable people in the right precincts in the state we wanted to try and read it instead of blue. so that's how they did it that's how it's done but jessica you're not persuaded by the persuadable. what a lot of the like you all the experimental research in political science tells us is that. it's much easier to mobilize people so people who have already been persuaded either to get the them to go out on election day to go vote or even to donate more money to the people they already like. that that is where data makes a big difference. in persuasion but key to bully even kind of the best uses of data which tend to be canvassing in person so not just putting that data toward a target ad but putting that data toward me knocking on your door that there's really mixed results and that it's not abundantly clear that even that works and tha

pennsylvania and michigan. these polls show, april 18 to 21, a day or so ago. they show joe biden at 50% to president trump, 42. in pennsylvania. michigan, 49-41. let's pop florida up and you can talk about all three of these situations. this is florida that shows biden at 46, trump 43 at this point. what do you say about those numbers as you strategize? >> first of all, i've been dismissive about public polling for a long time. in 2016 before the election i told people were going to win by over 300 electoral votes and they thought we were crazy. there's a couple great factors people not understand. approvals, ballot testing, the president has over 15% of people who voted for him in 2016 didn't mark approval. biden has a huge enthusiasm problem. we see that in our internal data and some public data corresponds with it. the president has almost a 50-point lead over him. it enthusiasm. people say they are going to show up for elections and polling can be shifted and twisting to meet the media narrative. the truth is in the internal polling, the president is in a great place. considerable utter than 2016. joe biden is no hillary clinton. >> martha: i want to play p
