my grandfather came to san francisco from sicily.e got his very first job at eight years old lighting street lamps at fisherman's wharf. he eventually bought himself a boat and by the time of the great earthquake in 1906, he had several fishing boats. when the fire began to destroy san francisco, he loaded neighbors on to the bow. it was on that last boat he was introduced to my grandmother as he led her into the fishing boat for safety. my grandfather met my grandmother, and together, they tried to rebuild a city. san francisco has given my family so much opportunity and i would like to make sure our city continues to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need

i've lived in san francisco. i have worked hard to assist the often overlooked, the disenfranchised, pork, limited english-speaking population in san francisco. because this group is not in the popular voting bloc, it is not easy for them to access city hall or other nonprofit organizations. i can proudly say my hard work has resulted in these individuals who can now help themselves. i created jobs for struggling musicians in chinatown to promote their talent and bring truth back to chinatown and in all speech. i promoted the rich cultural music here in return for my efforts, i have become their leader. i can say that i have helped in a small way. small businesses because of the art and music from within the community. it has been a win-win situation for the artists, community residents and merchants. there are many issues equally pressing women of color, care, and is equally pressing in all the complexities surrounding it, to be frank. none of the other candidates are mentioning any of these important issues. i

because san francisco is so young. -- because san francisco is so young, it is riddled by faults. i have a map that shows the faults across the bay area and san francisco. the granddaddy of all of these is the san andreas fault. it is the longest. it can generate the greatest earthquakes. >> it is just south of san francisco. it goes offshore down here. >> from my house to the fault is about 3 miles on average. >> the closest area in san francisco to the fault is this area here in the southwest part of the city. people said that the closer you are, there are conditions that exacerbate issues. >> the fault's effect on development depends on the fault type and soil component. the san andreas is the main fault. there is the hayward fault. the difference between the two is that the san andreas is predominantly offshore. the hayward fault actually crosses beneath populated areas and poses a larger threat. as we speak, there is a 67% probability of a major earthquake on one of these faults in the next 30 years. it is of major -- high probability. it is a magnitude 6.5. the 1906 was 7.9.

the first four start-ups in san francisco are these. those are the four companies that have started. every three months, they're going to name four new companies to get the advantage of their common not only space, their introduction to angel investors and capital investors. i will be there in december when these companies make their first financial pitch to investors. they have some great ideas and some very serious marketing ideas that we're going to want to support. a company called china synergy. at the conference in july of this year, i announced that china synergy, which is a major chinese solar firm, decided to locate their north american headquarters in san francisco's financial district of this marks the fifth chinese solar company to locate in san francisco. that success for that organization that has been so collaborative, one that gavin newsom started and i get to continue, called china sf, an ambitious initiative focused on attracting the north american headquarters of chinese companies entering the u.s. market. tioga energ

tonight, we are 50 years of the san francisco manila sister cities. there's a bridge that connects the thrill of the orient to the city by the bay. it is a bridge of ambassadors, one made of people whose roots and hearts and the pacific ocean. in april 1961, the city of seven cisco formally and stated a committee under the office of the mayor to become the preeminent cultural and economic [inaudible] between san francisco and manila, developing a system that promote closer ties between the cities. this year, the san francisco manila sister city committee represents -- celebrates its 50 year, marking five decades of service to our people. the san francisco bay area filipino american community salutes this milestone, a legacy of goodwill and true filipino american pride. >> representing the san francisco manila sister city committee, are defective chairman -- our de facto chairman. we have seen an 18% decrease in san francisco. in one example, in washington, d.c., a bag charge reduced single use bags by 81%. ireland has seen a reduction of 90%. i will conclude soon. in 2010, supervisor mirkarimi interest legislation which expanded the plastic bag band in san francisco to all stores. the legislation has not move forward for the past year essentially because the city attorney and planning department specifically wanted to make sure the city applies a proper environmental review standard to the legislation and considered everything from a categorical exemption all the way up to a full environmental impact report. following a california supreme court case this summer focusing on manhattan beach and another one this fall in marin county, the city attorney advised the department that the proper review of a categorical extension and planning department has now completed the categorical exemption review and it is finalized. i will just give you a very brief overview of the high points of what the legislation will do

san francisco is lucky to have ctla to kick around. our shall i say, to have our ctla members to kick around. but seriously, i'm humbled by the ctla members who every day, every day defend their clients using the constitutions of the united states and california in support of great principles. every day our members show courage in bay area courts, and we do ok in the big battles as well. who will ever forget the extraordinary accomplishments of john in defending our college, patrick, from a crazy federal prosecutor in nevada? that level of talent and that level of courage is unique, but every day criminal courts in the bay area shine because my colleagues from ctla are working there. recently ctla issued a public statement against the death penalty. ctla joins other groups and individuals here today in calling for permanent incarceration as california's alternative to the death penalty. this city and county has a great san francisco public defender and we want to express our thanks to jeff adachi for his support of ctla over the years

a good project for san francisco. but there are people all over san francisco who are opposed to it. as a candidate, i have heard a lot of dissent about it. i feel that now that we have the mayor's race going on, that we're using central subway as a wedge issue. it is playing havoc with money we can get from the federal government. a lot is at stake. we need to improve our entire muni system across san francisco. this is one phase we need to do now, linking that a. i support the project. i want to see more happening. balboa park. we need to figure that out and the sense that area. we need to get rapid transit in geary as well. [applause] >> my position is to from the other candidates. why? because we have to base decisions on facts. we have to have evidence-based findings before we can make conclusions. what is happening is this issue is becoming politicized. we have a grand jury that specifically found a serious design defects in this product was causing twice -- costing twice as much as originally planned. and the l

we're not just going to be an island in san francisco. we have to share what we do across the state. we need their support and vision about the state. i want to thank all of the partners in the community. our communities are often the ones we do not recognize as much as we should. we are the ones who suffer if we do not get carbon emissions reduced. people come to san francisco and california because our air is cleaner, particularly northern california. i would like to say i take some credit by my own driving and my staffs' driving a chevy volt. but they will remind me that cars and trucks of increase. they have not done their share in reducing carbon emissions. i commend today to the staff that i will be working with joanna being the lead. if you cannot get people out of cars, you can change the cars. i want to make sure that san francisco, oakland, san jose, and the other counties lead the rest of the world. we have car share, zipcar, and other wonderful alternatives to owning a car or a second car. if you are going to own a car, let's

as you know san francisco was the first u.s. city to ban plastic check out bags over four years ago. that ban only applied to supermarkets and to pharmacy chains, and the ordinance helped to reduce plastic bag litter in san francisco as you heard by 18% which was a great victory. it also reduced contamination in our collective recyclables and compost. although we do take great pride in being the first city to have banned plastic bags in the u.s. and are pleased with the impact that the original ordinance made, plastic bags continue to be a problem in san francisco. i would like to highlight a couple of those concerns. plastic bags cannot be recycled through our curb side or pickup program do the economics and are still the largest and most costly contamination. there by continuing to pose a threat and a real obstacle. and then finally plastic bags are continuing to be a threat to marine and wildlife. a 2010 study named san francisco's mission creek as one of the most plastic bag choked waterways in its annual trash top survey. a

i think this is a san francisco way of doing reform. we have done many things and we are urging everybody to vote yes to save over $1 billion and save cities of vergers -- city services. >> this number is based on a 7.75% investment return that people feel as unrealistic. how would you address that marke? >> we have sat down with the civil service unions that have endorsed this measure. is about the cycles that we go through during bad economic times. they will be contributing more than they used to. we factored in all of these assumptions. the city is doing better, they won't have to pay quite as much. the san francisco way of sharing and moving forward, i will not get into the weeds. but we looked at the analysis of how the city budget works and what types of numbers will be needed. >> it also changes the makeup of the health care board that dictate to the cost and availability of various health care options for current and former city employees. can you please address that issue? >> absolutely, this is controversial and no way that i

and san francisco values. like everybody to specifically take notice of a david lee, president of the chinese political group here in san francisco, and noted that ed lee is now the mayor. so here i am go -- here i go. this resolution was passed in 2001, and it specifically says the golden gate park stables working group shall evaluate possible funding opportunities for capital improvement needs at the golden gate park stables in the most efficient and effective manner to repair and improve those stables. that was 10 years ago. my question to you and to every citizen of the public is, what is the probability of the worst terrorist attack hitting new york and 130 years of cultural history going down the drain in the same month, and the major jumping up and saying, i had advance knowledge of that attack, and he was the only person in public service that did that? what is the probability of that happening? it is that funding would even consider to think about? what it does is it shows complicity with the city and

just shy of 50% of a deputy sheriff in san francisco and san mateo. this is typically a lower-paid classification, so i think it is not so -- when you look at the patterns of when they live, it is interesting that they have a lot in contra costa county as well. very few in sonoma. very interesting. there was mention of registered nurses. we can do any of these groups that you like. we do a zip code run basically against employer records because some of the considerations when looking at first responder are that you actually might not need all of your people to be there right away, because let's say you called in all your firefighters because of a natural disaster, they need a place to work and a track to be on or a station to work out of. we're more concerned about the second shift toward the third shift and the fact that people might need to stay longer. those are considerations that i am sure respect of fire and police chiefs are taking into account in their disaster plans. it is not as urgent that they be there immediately, but they need to be buil

. -- there are plenty of examples in san francisco. market square is a unique opportunity for us, again, to put to work all of the shorenstein resources. the property, over the last five years, has been close to 100% vacant. there are a few city uses in there now. but it has been struggling since the merchandise mart laughed. the shorenstein brand is a national real-estate investor. but really, i think our brand is the strongest here in san francisco, where the roots of the company are. here, we have an opportunity to invest at least $80 million into renovation. and spend a lot of time leasing the property, something we have been able to do over good cycles and bad cycles in san francisco. and the space is definitely different, which is not what the shorenstein companies typically known for doing. but we have had success in other markets doing it. we think that there's this big demand sector that is growing in san francisco for creative office space. it is not just tech. it is advertising, architectural firms, and consulting. so we're
