we're following the laws set up in dodd-frank. the five banking regulators that exist today, the federal reserve bank, the office of the controller of the currency, the office of thrift supervision, the fdic, those banking regulators are paid on a different pay scale, and the reason they are paid on a different pay scale in part is because they are bank regulators and the competition for those jobs include people in the financial services industry. we'll never be able to pay like the financial services industry pays, -- >> excuse me. this is a government agency. this is not the private sector, and we, the congress, we the government needs to be accountable to the american people and committing to this government agency and make a starting salary at $72,000 with a range of $149,000 -- >> the time expired. >> just seems like i think that this regulatory body has questions to answer regarding the huge disperty in the federal jobs versus the salaries in the jobs you are offering. >> i recognize the full committee member, mr. cummings

what we have under dodd-frank?iven those lessons we have a single agency with authority that has been taken away from the seven agencies. over 20 existing if protection and fair lending all these to become law and some new authority. most of it is not new by the way, it is some new authority curved unfair abusive and deceptive practices. we also have massive new authority over large long banks and some specific categories of non-banks that could be any side. mortgage lenders, pay lenders. so the goal is to regulate lesson learned all of these players similarly. it doesn't matter whether you are a thrift or small institution regulated by the fed or small institution regulated by the fdic. the goal was one standard and hopefully a similar approach to the enforcement supervision also as i will mention in a minute, supervision and enforcement will be done by the provincial regulators when it comes to some smaller institutions. another big lesson learned, the agency will be accountable. so, single agency, consumer finan

there is some significant attempt by republicans in both houses renegotiate dodd-frank. last week senator shelby and 43 other senate republicans said that they would not confirm any director for the cfpb, the same position that must be nominated by the president and confirmed by the senate. they would not confirm any person, doesn't matter who, a substantial changes are made to the funding, there's diction of the cfpb. they want an appropriation process. so unlike any other bank regulators they want to appropriate money to the cfpb to beside their focus on the debt and deficit. they want a commission of five people instead of a single director. and third, they want federal safety regulators, the folks who did so well in the previous crisis, to have even more authority over the final rule issued by the cfpb. all three of those issues were well debated during dodd-frank and rejected because they would undermine the accountability of the agency. thank you. >> you know what, frank? i think it depending on how we're defining war on terror. if war on terror is really about when are we bringing our troops home from afghanistan and iraq, in all truthfulness, iraq is a longer sell, because there are so many bases there that we're not going to abandon. afghanistan is a different question. because big part of the reason president bush took us in there originally was to root out al qaeda, to punish the taliban, and to get out osama bin laden. and one of those things has been covered. but the political will of the american people to stay in afghanistan probably will begin to wane. that's why hillary clinton this morning said you can't wait us out to the terrorists. she is also talking to the taliban. afghanistan historically has been occupied by lots of countries. and they've elevenned they've elevenned if they eventually -- learned if they eventually wait out the occupiers they will go home. and she wasn't talking to them, she was talking to them, the voters in country. so if that is what you're talking about the war on terror
