79-year-old flight instructor frank schmidt was killed and another man injured when the plane they were in crashed near the runway. as fox 5s tom fitzgerald reports, smith's friends say he was a man who died doing what he loved most in life. >> reporter: they wrote his -- drove his plane off of the davis tarmac tuesday. he will never take its controls again. >> frank schmidt was the kind of man who would give you the shirt off of his back when he didn't have one to wear himself. >> reporter: he taught dennis styles how to fly. on monday, schmidt was teaching another pilot, al rothen beg, how to fly the 1964 beechkraft be-23. he heard a bang and a crash and then raced to the wreckage ho. >> to find him deceased was the most painful experience i felt in a long time. >> reporter: schmidt was killed and rothenberg injured. investigators from the national transportation safety board say they want to know why the plane crashed after several practice landing and takeoffs. >> we're going to go through the evident that we found at the site, both at the crash site and in the wreckage. >> reporter: ralph hicks is an ntsb investigator who said it's too early to pinpo

franks was just saying, they don't need protection. now that we've got a very dynamic market. i'm convinced that we let this continue to work, it would work a lot better. i'm convinced, senator smith, that broadcasters would find themselves in the cat bird seat because of their own control because of the package of local, national, and syndicated programs. all of the other cable companies have to negotiate with you to get it. i think your broadcasters would be in a great position to do this. and i think we need to realize that the innovation and a lot of dynamic that's going on with the 500 or more canals that don't operate any kind of compulsory license or retransmission. that when we're talking about taking away retransmission, we're not talking about taking away carriage negotiations, which again the broadcasters will have the ability to continue to do. my bill does not affect noncommercial, pbs, religious broadcasters, as you know, the new digital signals that all of the broadcasters have the ability to send a free, crystal clear signal to 100% of the market in their adi. so we have an amazing dynamic. if cable or other distributors are not willing in this environment to deliv
