i can say as someone who was an attorney in the franken recount, we did look at bush v. gore and consider it. but i wonder if you think it has been a good thing for recounts or not had any real impact. richard: that recount took nine months, which we could not afford. the minnesota recount, the franken-coleman race. to do it right takes a long time. it was great. it was all up on public access tv. they had a tri-partisan commission and court. the problem is you had maybe seven weeks or less to do it in a presidential count. tryingn law institute is to develop recount standards in that window of time. >> the recount itself was done by january 3, i believe. the rest of it was legal context. richard: sure, but you would need that too. pamela: just two very brief observations. there are two ways of ensuring quality in a recount. one is to have very detailed standards. the other is to have all the ballots going through the same person applying a more general standard. those are different mechanisms. different states have different ways of using that. some states have precise
