[applause] >> well thank you mayor lee and let me just say as the federal transit administrator it's great to be in a federal transit city. as many people know a rail connection was promised to the people of union square and chinatown going on two decades. they made that promise because this quarter is the most densely populated quarter in the entire western united states that doesn't have an adequate rail connection and that promise was made because we have the opportunity here to cut the commute for tens of thousands of people everyday in half by this investment. the vast majority of the people don't own a car. they depend on transit. well today through president obama's leadership, secretary lahood leadership, the vision of the leaders on the stage we are here to commit $942 million to fulfill that promise. [applause] >> with the signing of this grant agreement we are taking $942 million paid by california taxpayers and to create jobs now when we need them. we're also using those d

to reflect also the obtainment of a large fta grant. we happily we received a $50 million from the federal transit administration to support the project. part of that funding will be passed over to the authority and part of our previously prop 8 funds will be passed over to mta. this is all to cover some of the work already happened and budgeted for back in the 2010 appropriation as well as reflect the past year. over the past year, the agencies have all done significant work to refine and develop the locally preferred alternative both agencies have been incurred a bit of additional cost. we have also added more consultant support to the budget. the memorandum of agreement will also update the project budget to add about $1.1 million of total project budget to bringing total project cost up to $6.7 million range. again, this additional cost is fully covered by the federal transit administration grant and no additional funding is being sought today. finally this memorandum of agreement, the amendment to this mla provides for the mileston

we think there is a benefit to the taxpayer to have the fta still involved in that. we will save time and money because we do. >> finally, madam secretary, let me go back to a, you made -- comment you made about having the resources necessary to understand and rely upon so that a community or an individual or a business can make and inform -- make an informed decision, depending upon or relying upon that that decision will be funded at the end of the day. whether the consequences of not having the resources -- what are the consequences of not having the resources under which you would make those decisions? >> the recovery will take longer. as you wait longer, it becomes more expensive. that is why it is critical, and we have seen this time and again with our experiences in mississippi, louisiana, iowa, where, when communities understand the funding they have and are able to plan years down the line -- they take the data they have and are able to plan years down the line. that is critical to know what the resources are right up front. we're going to ask them to plan f

that it currently is at, according to the pre-ffga risk evaluation that was created by mta and the fta does indicate that there is a probability of a cost increase. there are many large infrastructure projects. in fact, there have been studies of large infrastructure projects that indicate that almost all large infrastructure projects go over budget. and there are many reasons for that. they're not always engineering architecturally related. they're often political. there aren't many other factors. option 2, it's already the existing project and e-i-r. the tunnel variance in north beach was a option that was really not vetted in the e-i-r process because it was not very seriously considered at the time. the north beach merchants and residents are very justified in their anger because, indeed, they were not given much information about that issue. so, consider option 2 and stronger amendments to the resolution. >> thank you, mr. wong. >> susan mccull a. it's the last person who has turned in a speaker card. * >> good afternoon, ms. mccull a. >>> good afternoon, susan mccall a, current v

as somebody who is regulated by the fta on a day-to-day basis -- you know this very well. that agency takes how we spend federal dollars very seriously. we take it very seriously. what we are engaged in is not a frivolous efforts. it is an effort to make our system resilience so that we do not have to come back every time we have a super storm. >> all of you are involved in this -- did we not learn a lesson in a different context after september 11, that in a post sept.-11th world, multiple modes of transportation are critical, not just for the economic reasons we talked about, not just getting people to work, getting salespeople to their venues, getting people to hospitals, getting people to home, getting people to recreation, but in fact on that fateful day when every system of transportation was shut down, it was ferries that got people out of lower manhattan into new jersey hospitals. it sent as a lesson, i think, that the importance of multiple modes of transportation, in addition to the normal reasons, is also a security issue. so getting the systems up and running a
