fta's share for fiscal year '16 is $18.4 billion and 16% funding. and over the sixth year it would grow for a total of $115 billion over the proposed authorization period. the fy-16 budget for fta includes a record $3.2 billion for our capital and investment grant program better known as "new starts and small starts." it would also increase the bus program dramatically providing for funding reintroducing the new rapid bus transit system which would provide $500 billion for new services. these are in response what we've heard from you in terms of what your customers want. and because the transit industry is changing along with the rest of the nation, we want to make major investments in workforce development to build the skills and train the personnel that we are going to need for the future. if much of this sounds familiar, and it should, it's because by the time the latest short-term measure expires in may, the grow america proposal will be one year old. and yet, here we are, having the same conversations and staring down the same decisions. it's c

later this week fta is hosting a conversation call rides to wellness that aims to improve cooperation and coordination among transit, health care and social service providers. we will be joined by representatives from health and human services and the u.s. department of agriculture as part of our ongoing effort to work together more effectively on behalf of the people we serve. with more americans covered by health insurance is important that they are able to access preventive care and regular checkups at the doctor a perhaps instead of in an emergency room. for instance there are 15 free screenings provided by law and this is fantastic but it can be hard to convince someone to go to the doctor before something is broken or bleeding or hurting them. that is specially true when they lack reliable transportation to get there. 80% of medicaid health care costs are attributable to chronic diseases that could be better managed with more frequent care. but you have to get there. improving access to health care and doing it in a more coordinated way is going to be a growing challenge particu

fta and their project manager oversight contractor will also participate with us in going through the risks and reassessing, and then our risk management consultant will rerun the model to help determine what the appropriate amounts of contingencies and reserves are as mark mentioned so that will be done in march with the results available in april. also in april the sponsorship proposals will be received towards the ends of the month so we know how much funding is available from that source, and by may we will have bids received for all packages except the ip network which is a later package to take advantage of advances in technology and then in june we will be coming with the construction costs of the design packages you will be awarding or considering and the curtain wall and ceilings. you will have awarded the contracts and the costs will be finalized by june so those are the drivers behind the proposed schedule with the outlook in may, drafts in june and adopting the one month interim budget and under our policy is 1/12 of the previous fiscal year budget and then final in july f

several of the projects have been led through the mta, the municipal transportation organization, sfo, fta, federal dollars, they are exempt from mandatory local hire ordinance. very recently the u.s. department of transportation has amended regulations to allow local hire provisions on projects with the fha, pilot program beginning february 24th of last month and outcomes will be evaluated to determine further guidance. so mta is actively involved in setting language forth for one project already. it will be the brt bus rapid transit project on dennis avenue, so just outside of city hall, from mission street all the way to bay street. and i wouldn't be surprised if this is certainly one of the first projects in the united states with mandatory local hire provisions on it. >> wow. >> precedent setting. i think since many of the local hire provisions throughout the united states have been modeled after san francisco, it really puts us in a leadership position around this. >> all part of obama's amworks program? >> i'm afraid to speculate but there's something going on. there's some consiste

evaluating the system and will make a decision about the future with the input of the review and the fta's involvement. >> i think the thing that sent shockwaves through peoples mind for the first time someone suggested that the sy be shutdown. is that what we are looking at? >> we have to evaluate all of the options. >>reporter: since taking the office in january. the mayor stopped the practiceover set -- practice offsetting an open date. the pier review gave us a pathway that can meet safety certifications and the kneads of passengers it will sever. his review includes a list of tasks they should complete before launching including training for staff. ddot said they are working on this. >>reporter: these cars are not carrying passengers but generating revenue as drivers are being ticketed. vehicles are being towed if they are in the path of the streetcars while during the test runs. >> all right, thank you. they expect to have an updated report ready by mid april. a lot of money on the line. >> a lot of prestige >>> a local billionaire died. you may not know his name but he built stadium

and begin to work with the community, so fhwa or fta would be sort of a lead agency. but coordinating with the local community to identify the nature of the problem and the array of solutions that could be brought to bear. and i know a key point of all that is the coordination between the various entities that are involved to bring it together. one of the reasons why, again the safety management system approach, i think, is going to be so valuable for our transit agencies in terms of safety is that you'll need to ask the question. you know for my system how important is the connection with pedestrian interface. do i have a number of -- is this a centerpiece, say, for my new bike network i'm building in my community because i'm actually encouraging lots of people to come to my station on bikes. therefore, who would i work with at the public works department in the jurisdiction where i am to ensure that the right, you know lighting or fixtures or something are in place. so, i think all of that is to say we're recognizing it's a very dynamic and very sort of case-specifi

congress both in the house and in the senate with the senior staff as well as the representatives of the fta, and to talk about the critical importance of the federal government funding transportation projects and to really make real for folks on capitol hill, about what the challenges are that we face in san francisco. and as a region. and in terms of all of our major transit systems being over capacity, and the need to expand the capacity, and to invest in the system, and the need for the federal government to be a strong partner in doing that. and as you may know the federal gas tax, which is what funds the federal highway trust fund has not been raised for inflation since 1993, and so in real terms, it is diminishing, and so, there, and we were advocating strongly for congress to take action by increasing the federal gas tax and indexing it to inflation and there are several bills tending including one from the congressman of oregon and we made a strong case for that to move forward, there is some momentum for the republicans of coming forward to using the gas tax as a way to fund transp

so i am the chief point of contact when dealing with the fta for a variety of reasons and i was appointed for this process. i think that we are never going to get it right the first time. we put in a detectable pathway and we made a right turn. every time it deviated and made a right turn. it's a zigzag that is really hard to follow. it seems like we are always going to have to -- we have to try it in a small area. so with the new cars, our current fleet, if you look at our current fleet we have reconfigured it. even though there is controversy, it can be adjusted. it's a change order to bart. the solutions are we can remove a pole, we can take out a seat very easily with these new trains. we are going to have a lot more cars with this new fleet in service and hopefully that will ease crowding but when it gets crowding again, there are options. i am the coordinator. i intend to voice my opinion, not that they will listen to me all the time. [ laughter ] . >> well, i have to ask that question and one final question. it's always the elephant in the room in san francisco when we talk about b

. >> and you have no reason that the fta or anything would look at this fact askance? >> no. >> could have been done this earlier? >> no. and we report to them really on a grant basis so they're looking at quarterly financial information based on the grants they have awarded. >> what will we be getting in may? >> it's a narrative outlook. i can send you what we did in previous years for the fiscal year budget. it outlines what we accomplished in the previous fiscal year lays out the categories of expenditures and a narrative description of what they are as well as the funding sources, describes the funding sources, so it will be that but larger because it's fiscal year and program budget. >> i hope that we could add to that would be in may some of the issues that you are looking at and dealt with in terms of this is what is coming up. i know for example one that recently that has come up with a couple of board members is whether the idea that the money that would come from sponsorships would be operating money or capital money and that is an issue in may here's why we

this has led me to question consults a with a fta and nih to make the coverage decisions. do they consult with you edward the two agencies consulted with the denial of coverage? >> i was not aware of this situation i can see why it is concerning and i think we will have more important precursors with medical devices with diabetes to make a difference. we can work more with them to look at how we do the decision making in parallel so does the data is collected than meets the needs of both agencies can be gathered and examined. but in the modern world we need to do more of that. >> speaking to the issue of a highway priority leaving the fda that we have not adequately addressed is that we have to look at the whole ecosystem to recognize each of those proponents are actually dependent and one of the things we hear now more and more from investors it is not the fda regulatory process that worries the of the of reimbursement issues. so we're really need to take that ecosystem approach. >> hi was switched to a different issue because of the interest of time but i hope you respon

this is only the second time the fta has done this they did it in chicago. thousand doing it here in washington. and it all comes just a couple weeks after that smoke emergency, deadly smoke emergency on the yellow line train near l'enfant plaza back in january where one woman died because of all that smoke. now, after that we learned that there was an issue with the radio communications that affected emergency responders getting to that metro do to make sure its communication system is working properly. so they will be looking at those safety issues not only when it comes to the metro trains to the underground system but also the bus system it starts today but it will take several months to complete. the review should be done sometime in may. richard jordan news 4. >> richard i also want to know are the conditions icy out there? how are the roads where you are? >> reporter: roads are doing okay. if you're walking to the metro, it will be tough. a lot of the sidewalks are ice-covered and thick ice also. p so it will be slippery. so if you are planning on wal
