joining me from new york city's south seaport is gabe gutierrez. we have learned that a hurricanes does not have to hit the city in order to cause massive damage. what are they doing to to prepare for what is down upon us? >> reporter: a major concern right here in manhattan is power outages. since this storm tracked a bit to the west. it's not even raining at this point. it was a few minutes ago. you can see the choppy east river behind me. yes, these winds are expected to pick up. you were croovering superstorm sandy. this is not expected to be nearly as bad as sandy. there are some parts of this region that frankly aren't used to this. look at lower manhattan, what the city is doing. mayor de blasio is saying the city is not taking any chances. this is called a tiger dam. it runs about a mile, essential cutting off part of lower manhattan from any of the storm surge that could come here. major concern right now is what happens in the next several hours, downed trees in this area, could cause massive power outages in such a densely populated area

nbc's gabe gutierrez is in chicago now, gabe, how are things today? >> reporter: hi, there.s mostly peaceful compared to the previous night where we saw all that violence and looting here on the magnificent mile and behind me you can see one of the many stores that are now boarded up, this is a high-end area, a lot of luxury stores, lot of them were left in tatters a day and a half ago after a police shooting on sunday afternoon. what we have noticed in chicago, an incredibly mistrust in the police. the police department says that these officers were fired upon on sunday but they returned fire, but through social media, many people in the crowd thought different things about the shooting, felt the officers fired on a child and ended up being a 20-year-old man, they say that misinformation and the mistrust of the police fueled this latest wave of violence. we spoke with a business owner who was frustrated, she managed to escape any violence a day and a half ago but previously after the death of george floyd, her shop had been damaged heavily in a previous wave of violence. ta
