nbc's gabe gutierrez is joining us. it's en route. >> hi, peter, it's quit incredible, flash flood wraps and warnings are in effect for five states. here in tucson, the rain has yet to begin but it's expected. the national weather service expected about 3 to 5 inches of rain here. other places could see much more. now, the remnants of hurricane odile are expected to travel through arizona and into new mexico and texas. this after the storm sliced through mexico and made landfall on sunday with winds of more than 125 miles per hour. battering cabo san lucas and destroying, heavily damaging the airport. the mexican military has evacuated some 30,000 stranded tourists. forecasters here in the desert southwest say some areas could see half a year's worth of rainfall in just 24 hours. again, we're here in tucson. this area's expected to see about 3 to 5 inches of rain. >> we appreciate it. coming up, time is running out for the export import bank. plus, president obama calling on the military to combat the spread of ebola in

i am joined by gabe gutierrez following the president's movements. cdc physically. what can we expect for today? >> that's right. the senior administration officials are calling this a national security priority. as you mentioned, president obama is expected here shortly after sending personnel into west africa to combat this crisis. as you mention, they will build facilities with 100 beds each. they will be set up in monrovia and liberia and the plan to to train up to 500 health care workers a week. they said the u.s. forces will get on the ground within weeks. they spent quite a bit of money combatting the crisis. the president is asking for 88 million more dollars to do this. the white house and the community had criticism levelled at it from aid organizations in the area saying the response is too middle, too late. officials say that the white house had been monitoring this crisis since the outbreak began in march. they have sent workers into west africa and taking this seriously. that's the largest response in history. >> really appreciate you f

. >> gabe gutierrez, we appreciate it. >> you bet. >>> clint vanzant joins me with a closer look at thesuspect in this case. and this is something that came as a shock to a lot of people in the community. these two girls disappearinging and one found murdered are linked. how common is it for a suspect to appear five years after the fact and found linked to two people? one recent, one in the past? >> part of the challenge here, luke, is should this suspect be responsible for the current disappearance and the past death that we just talked about, there could easily be other victims in the same time frame. victims that haven't been linked. one of the rapes, this rape in 2005 took place 100 miles from charlottesville. so to begin authorities will have to take a compass and draw a circle around 100 miles away and look for the last 10 or 12 years at unsolved cases that this suspect could be responsible for. >> when i was in charlottesville, i would talk to the folks who knew mr. matthew, and he was sort of kribed in local reports also as a lenny from a mice of men figure. someone who is this

nbc's gabe gutierrez. you were there when matthew was in court. tell us what happened. to date. >> within the past hour, matthew went before the judge. he appeared via a video conference. he was charged with failing to identify himself with a fugitive and providing false information to police. he was read his rights. seemed what he said was really incomprehensible. he seemed confused when the judge was explaining the process with all this. now, he, again, federal -- law enforcement officials planned to come here to texas pood. they're expected here today to question him. here's what police are saying about how this went down yesterday. they got a call about a suspicion person. and when the sheriff's deputy arrived, he saw a man who had pitched a tent on the beach. and that person was matthew. because the deputy saw his license plate, ran the plates and saw that that car had been tied to the disappearance of hannah graham. and that's when matthew was taken into custody here in texas. kristen, back to you. >> just stunning details, gabe, thank you. i want to turn to you,
