nbc's gabe gutierrez is in tijuana, where thousands of migrants are camped out. gabe, good morning. >> reporter: phillip, good morning. mexican police in riot gear have shown up here at the main makeshift shelter where thousands of migrants have shown up in tijuana, mexico. these are counterdemonstrations by local residents who want these migrants out. so far about 3,000 of the roughly 10,000 people in multiple migrant caravans has already arrived here at the mexican border with the united states. tijua tijuana's mayor has called this an avalanche and says that the city's ill prepared to handle all these migrants. so what you're looking at now, these are demonstrators, local residents who say that these migrants do not belong here and they want them to leave essentially. now, president donald trump has tweeted saying that since tijuana's ill prepared for this so-called invasion, so is the united states. and he has largely dropped the issue since the midterm lerks sin election, since he used it to rally his base. he has tweeted about it in the last several days. th

let's bring in nbc's gabe gutierrez live from donna, texas. gabe, everybody's looking at that race, too. beta o'rourke. what are you hearing? >> reporter: hey there, ali. we are here in donna, texas. and this is the epicenter of the immigration debate right now. behind me is the encamp. that the u.s. military is building right now. of course, the immigration a hot button issue in the last few days of the campaign as president trump really ramped up his rhetoric to try to rally his base. now, we are here in hidalgo county. beta o'rourke underperformed in many of the border counties and spent time in the area since then and mckalin area and brownsville trying to get out latino voters and they could make up a major -- could make a major difference in whether he pulls off this upset or not. in the county, more than double the number of voters already voted here in this election than voted in the 2014 midterm. about 31% of eligible voters so far but this's less than other major counties in the state. for example, traverse county and the dallas area,

nbc news correspondent gabe gutierrez has been travel with the caravan and reports from tijuana, mexico police in riot gear have shown up outside the main makeshift tijuana, mexico. about 3,000 so far. some of the local residents here are very upset these migrants have been allowed to come here. this is the demonstration that's happening behind me right now. tijuana's mayor has called this an avalanche and says the city is ill prepared to deal with the influx which he said could last at least six months. of course, president trump has seized on that saying that since his city is ill prepared, these migrants should definitely not be allowed to come into the united states. the president, of course, has decided to deploy nearly 6,000 troops so far. they have fanned out across california, arizona and texas. an estimated cost of $220 million by the end of the year. the question right now is how long will these migrants stay here? processing asylum applications could take quite a while. some of these migrants deciding whether to stay here in mexico or continue to try to apply for asylum in th
