gaddafi himself is a target, and a target that should be allowed under the mandate of the u.n. resolution. questions that need to be answered? >> the resolution itself doesn't say anything at all about regime change. it certainly doesn't authorize specifically action to remove colonel gaddafi. on the other hand, it's a very broad resolution. what it does do is authorize action to protect libyan civilians from attacks by colonel gaddafi. so it's a slightly confused picture. president obama reflected this when he was in santiago. he said it was the aim of the u.s. ultimately that they want colonel gaddafi to go, but he also said the resolution isn't authorizing that and what the resolution is doing is authorizing us to try and protect civilians. but obviously behind the scenes, the hope is that in the capital that support of this resolution, that the rebels will become strengthened, colonel gaddafi will be weakened by this military action and that he will go. but in public, of course, they can't say that because then it would look like regime change, it would look like the invasion of iraq. >> also the transition that obama mentioned about perhaps nato taking full control of this operation.
