i'm major garrett. tonight, new york governor andrew cuomo is holding firm and laying low with no indication he plans to resign, despite numerous confirmed allegations of sexual harassment against him. where he stays or goes may not be his call for long. cbs news has learned that some new york lawmakers, including fellow democrats, are ready to start the process of impeaching cuomo. and he's got more to worry about than just losing his job. district attorneys in several new york counties have requested materials from the attorney general's report, suggesting cuomo could face criminal charges. cuomo is accused of sexually harassing at least 11 women, including staffers and a state trooper. the governor denies all of the allegations, insisting he never touched anyone inappropriately. there is a lot to cover on this fast-moving story. cbs' nikki battiste leads us off tonight from new york. nikki, good evening. >> reporter: major, good evening. those four district attorneys are now looking at whether crimin

let's toss it over to garrett haake. garrett? >> chris jansing, thank you. i'm garrett haake. there has been an explosion outside the kabul airport. you're looking at live pictures of the airport. it's 6:30 in the evening tonight. pentagon says casualties are still unclear at this point. we know that the president has been briefed on the explosion. he was in a preplanned national security meeting this morning. white house officials are huddling as we speak. we hope to learn more from them soon. the airport has been under a terror threat all morning. this was going to our top story even before this attack. so, americans have been told to leave the airport gates and to stay away. all of this is happening as the pentagon is set to give an update in the next 30 minutes. we'll see if that remains on schedule and we'll bring it to you live when it happens. meantime we'll try to stay on top of this with our reporters. courtney kube is at the pentagon. geoff bennett remains at the white house. and sanchez is in london. what do we know so far, courtney? >> reporter: we know very little

the numbers are confusing, garrett. so i'm not going to go too much into them and we know that it includes hundreds of american citizens and it includes afghans and nato ally partners. so the efforts to get people out of the country are flowing now. the ultimate goal here or the ultimate capacity that the u.s. military has is they could fly one plane in and out every single hour within a capacity of upwards of 9,000 people every day out of kabul international airport. it's not an airlift issue that they have to get these people out. it's the other issues and the other logistical problems that we've been hearing about and one of the biggest ones is getting people to the airport safely so they can get on these aircraft and get out. once they get to the airport, if they can get there safely there's the bureaucratic wrangling of do they have any paperwork and how did they get on the plane and do they have the documents that they need? >> it's a difficult situation on the ground there, but i think one thing we will hear from

garrett? >> not even a moment to catch their breath on the bipartisan nature what they will accomplish before turning to the next bill. over at the white house, the president obviously this is a huge milestone for the president. he's been pushing behind the scenes to land a bipartisan deal. can you put into context how big this moment, this vote will be today for the president and perhaps also the risk of spiking the football too early. this is only going to pass one chamber. >> reporter: i know you miss olympics coverage, so to keep in the sports metaphors, absolutely a danger of celebrating too early and the match is only at halftime. plenty of time left on the clock when it comes to the two-track plan of infrastructure. absolutely expect the president to tout the fact that this bipartisan bill will become a reality, this nearly $1 trillion plan that he worked so hard to negotiate and was a key part of. of course in terms of optics, we're not expecting to see any major celebration with a ton

>> reporter: garrett.pending a lot of time in the appalachian highlands area talking to health workers saying what they are seeing among kids sun precedented. the major hospital system in this system says yesterday 29% of their positive covid tests were among those under the age of 18, and here in washington county, where schools have only been open just over a week, they have already seen 50 positive cases among students and staff and 194 in quarantine, and despite these numbers, garrett. there is not a mask requirement here, no social distancing requirements, and no strict protocols for quarantining of a student is exposed at school. in fact, as we've been reporting today. i just heard on twitter from a mom local to this district who says she's been watching our coverage and says she's just got a letter today from the district saying that her child was a possible close contact. the last day that have contact was seven days ago. she's just hearing about it now. you can imagine the frustration she herself

let me turn to garrett haake, and he spends a lot of time covering both houses of congress. we can let our viewers and listeners know mitch mcconnell was a yes vote on the infrastructure bill. is that a separate at all? >> no, mitch mcconnell has said from the word go that infrastructure was something on which he thought there could be bipartisan progress, and i think it's interesting to note his three lieutenants all republican senators with the first name of john all voted against this, so the jockeying to eventually be the next republican party in the senate as they are trying to align with the majority of republican senators. mcconnell wanted to be out on front of this for two reasons, the straightforward one where he said he wanted to see infrastructure get done, and the other thing this does for him is it takes some of the steam out of the effort to get rid of the filibuster, to change senate rules to pass big things. mcconnell has been making the argument and will continue to make the argument that the passage of this bill, he will say, proves that you can do big thin

garrett tenney, thank you. chicago police superintendent is warning more and more police officers are being targeted in recent shootings. so far this year, 38 chicago police officers have either been shot or shot at. look at your screen. that is unbelievable. that is one city. that is up to now. it is only august. that is nearly half the number of cops who face gunfire in all of 2020. lindsey mccaul long joins me now. she is a former tempe, arizona police officer who was shot in the line of duty and a peer support advocate for the wounded blue. so glad you are with us today in focus here. first of all, your initial reaction to the word targeting, being targeted. is that too tough a word or is that really what's happening with cops now? >> that is a tough word and it is tough for me to hear. i'm a retired officer after being shot in the line of duty and to hear that officers are being targeted that's definitely a tough one to take. i was one of those officers at one point. >> harris: just to remind everybody a l

garrett haake is inform us as far as what's going on on the ground. from a bomb squad perspective, they want to take their time. they have robotic equipment and the ability to x-ray, the ability to use what's known as a disrupter, think of it as a laser beam but made out of water where they can tear through the cylinder he was holding or anything else and destroy it in a way that would not set off any potential explosive device, rendering it safe while maintaining the evidentiary value. it seems quite clear at this point that we know who is responsible if there is in fact a bomb in the vehicle, but it's still important. that's what's going on from a law enforcement perspective. he made a number of rambling statements and i think we'll be cautious not to amplify his message in a way that would not encourage copycats here, but talked about a coming revolution and several other political-type statements, but did not have a very coherent message, nicolle. >> we don't want to amplify his message, but i think we want to give dhs credit for this warning. i'l
